In consideration of the driving convenience of the Southgate Plaza shoppers, we offer the following traffic related c6mments: We are concerned that the proposed drive-up queue lanes will block the flow of traffic into and out of the shopping plaza from the eastern Silver Street driveway. If the drive-up queue lanes are going to be situated as shown on the site plan, the Silver Street driveways should be reconfigured or a new shopping center parking layout should be designed so as not to discourage patrons from entering the shopping center. This was discussed at a previous meeting with the applicant's representative. We recommend that a single driveway be constructed-on Silver Street located between the two existing driveways opposite the front of the supermarket. We also recommend that the applicant provide a traffic study of the site driveways and the Silver/Suffield intersection to ensure that-there will not be a negative impact on the existing traffic. The ramp must conform with ADA and AAB standards. A detail of the ramp should also be provided. 9. Because the entire site is larger than one acre, a Storm Drain Permit will be required. However, if no additional impervious area is proposed, detention will not be required. Contour information as mentioned above and existing catch basin information lAill be necessary to determine how runoff will be handled. 10. If any new utilities (water, sewer, gas, etc.) are proposed, they must be shown on the plan and the following note must be added to the plan, "Prior to any installation of any sewer, water or drainage lines, the contractor/owner shall contact the Town of Agawam's Engineering Division, 786-04004 ext 275/8. No piping/appurtenances will be installed or backfilled without the permission of the division." 11. The following note must be added to the plan, "All plantings must be maintained and that portion of the public way abutting the parcel and including the treebelt shall be maintained in a safe and attractive condition by the owner of the parcel."
