The park hours will be from 8:00AM to dusk. The park will be treated the same as other parks in town. It will not be locked after hours. From the research the skate park committee has done locking a skate park does not keep people out it only creates more vandalism to the fence. A fear of mine is that we lock the park and someone climbs the fence then gets hurt inside. Now we have some one hurt and unable to get out of the locked facility. The bathrooms will only be opened when a supervisor is on duty. Please see the attached list of roles that are being reviewed by the Town Solicitor. 2. The park will be monitored 20 hours a week from May 1 through October 15 annually. The site supervisor will be at least 18 years old and be trained in First Aid and CPR. 3. A pay phone will be installed at the site to give emergency access in case of an emergency. 4. The park is accessible for a cruiser on three sides with good visibility from all three sides. A road will not be put around the entire perimeter. 5. With all the access to Shea field there is no physical way to prohibit entrance to the park. All parks in town close at dusk. It is up to the police to patrol these areas and take notice of people in park areas after dusk. Other Comments or Concerns: r MEMO To: Planning Board From: Sergeant Donald Galler Subject: Site Plan - Agawam Skate Park- Shea Field Date: February 27, 2001 I have reviewed the site plan by the Town of Agawam to convert the tennis courts at Shea Field to a skateboard park. This proposed park will have no impact on pedestrian or traffic safety. However, I do have some other concerns about safety and/or crime prevention. 1. Is this park going to have certain hours of operation and be locked when not open? How about the building that houses the bathrooms? Are people going to be allowed in after dusk? 2. Is this park going to be monitored by an adult and/or medical staff when it is open? 3. Is there going to be a phone available in case of an emergency? 4. Is there going to be a road put around the outer perimeter of the fence so that our police cruisers can patrol the area when it is open and/or closed? S. Are restrictions going to be placed on this property so people are not there at all hours of the day and night? r ,r 4 4 , Town of Agawam •L ';. 36 .Main Strt,-et Agawam, Massachusetts 01001-1837 Tel. 413-786-0400 Fax 413-786-9927 MEMO TO: Building Inspector, Engineering Department,Police Department,Fire Department FROM: Planning Board DATE: February 9, 2001 SUBJECT: Site Plan- Agawam Skate Park - Shea Field Please review and comment on the attached Site Plan for Agawam Skate Park at Shea Field, prior to the Board's March 1, 2001 meeting.
