AGAWAM PLANNING BOARD
The Agawam Planning Board will hold a public
hearing on Thursday, March 15, 2001, at 7:15 PM
in the Faolin Peirce Community Room, Agawam
Police Station, 681 Springfield Street, Agawam.
The purpose of this hearing shall be to hear the
petition of the Agawam Planning Board regarding
revisions to its Rules and Regulations pertaining
to dead-end streets. Copies of the revisions may
be obtained from the Town Clerk's office or the
Planning Office at the Town Hall, 36 Main Street.

Amend Section 159-8 E Dead-end Streets to read as follows: a

E. Dead-end streets.
(1) Dead-end streets for the purpose of these regulations is a street,meeting
the design criteria for either a place, lane,subcollector,collector, or
arterial which has only one means of access/egress.
(2) Dead-end streets shall not be longer than five hundred(500)feet measured
from the nearest intersecting through street unless, in the opinion of the
Board, a greater length is necessitated by topography or other local
conditions.
(3) In order for a street not to be considered a dead-end street, there shall be at
least two means of egress on to through streets. The two means of
access/egress shall be separated by the distance of at least three hundred
(300) feet.
(4) Dead-end streets shall be provided at the closed end with a turnaround
having an outside roadway diameter of at least one hundred(100) feet and
a property line diameter of at least one hundred twenty(120)feet.
(5) Minimum gutter grades on cul-de-sacs will be one and zero-hundredths
percent(1.00%).

SUBJECT: PROPOSED CHANGES TO SUBDIVISION RULES AND REGULATIONS

In light of issues which were raised during the review of the Kerr preliminary plan, in particular,
whether the Agawam Subdivision Rules and Regulations are "comprehensive, reasonably
definite, and carefully drafted, so that owners may know in advance what is or may be required
of them and what standards and procedures will be applied to them"(Castle Estates, Inc. v. Park
and Planning Board of Medfield) I am suggesting the following amendments. These
amendments would clarify the intent of the regulation in regard to dead-end streets and would be
in keeping with Agawam's goal to ensure the construction of streets that meet the purposes of
the enabling legislation, safety, lessening of congestion and coordination of ways. I would
suggest, if the Board supports these amendments that we advertise for a public hearing in the
beginning of March.
