DACHOS, DIRECTOR OFFICE OF PLANNING AND COMMUNITY DEVELOPMENT SUBJECT: PROPOSED CHANGES TO SUBDIVISION RULES AND REGULATIONS DATE: FEBRUARY 7, 2001 In light of issues which were raised during the review of the Kerr preliminary plan, in particular, whether the Agawam Subdivision Rules and Regulations are "comprehensive, reasonably definite, and carefully drafted, so that owners may know in advance what is or may be required of them and what standards and procedures will be applied to them"(Castle Estates, Inc. v. Park and Planning Board of Medfield) I am suggesting the following amendments. These amendments would clarify the intent of the regulation in regard to dead-end streets and would be in keeping with Agawam's goal to ensure the construction of streets that meet the purposes of the enabling legislation, safety, lessening of congestion and coordination of ways. I would suggest, if the Board supports these amendments that we advertise for a public hearing in the beginning of March. Amend Section 159-8 E Dead-end streets to read as follows: E.
