The Agawam Planning Board is in receipt of a letter from John J. Furman dated March 13, 2001
regarding the proposed new rides for the 2001 season. The Board discussed this item during their
meeting held on March 15, 2001. Based upon the information you and your consultant have
provided and the representation that these rides primarily replace existing rides,the Board will not
require a Site Plan for these new rides.

On behalf of our client, Six Flags New England, and in accordance with your
request, Vanasse Hangen Brustlin, Inc. (VHS) respectfully requests that a
presentation be added as an agenda item for the March 15, 2001 Planning Board
meeting. Six Flags New England proposes the replacement of a limited number of
existing adult rides with rides for children.
Specifically, Six Flags New England intends to remove two existing adult
amusement rides and replace these rides with five smaller children's rides. The
children's rides will be installed in the same location where the two adult
amusement rides are currently located. The only change that Six Flags New England
intends to make is the replacement of the two adult rides with five smaller,
children's rides to be installed in the same location as the two adult rides. The
installation of these children's rides will not increase attendance but will instead
provide additional attractions for children.
As we have discussed, Six Flags New England does not believe that the site plan
approval process set forth in Section 180-13 of the Zoning Ordinance for the town
of Agawam is required with respect to the proposed replacement of these rides. The
use by Six Flags New England of the area where the replacement rides are being
installed will remain the same, and the replacement of the two adult rides with the
five smaller children's rides does not constitute a major change in any condition or

feature which is not in conformance with any feature of a previously approved site
plan.
Accordingly, the purpose of the presentation by VHB at the March 15, 2001
Planning Board meeting will be to explain the replacement of the existing adult
rides with the smaller children's rides and to request that the Planning Board
provide its concurrence that formal review under the site plan approval process set
forth in Section 180-13 of the Zoning Ordinance is not required.
