Roadway: Ottawa Street is a two lane road that runs east and west. The roadway is 27 feet wide.
It is a thickly settled area with nine houses and has only residential traffic. There is a stop sign
on the east end of Ottawa St where it intersects with Bridge St.
Bridge Street is a two lane road that runs north and south. The roadway is approximately
32 feet wide. It is a heavily traveled roadway with residential and commuter traffic. The speed
limit is posted 25 m.p.h. and is a No Passing zone.
Visibility: The visibility when exiting Ottawa St. is to the intersection of Bridge St and Maple St
to the south and to High St to the north. The visibility from the proposed parking area would be
the same.
Lighting: There is an overhead street light located on Ottawa St between the Church and#61.
There are overhead street lights located on Bridge St in this vicinity.
Traffic Controls: There are stop signs present at the intersection of Ottawa St and Bridge St and
at the intersection of Bridge St and Maple St.
Sidewalks: There are sidewalks on both sides of both streets.
School Zones: Robinson Park Elementary School and Shea's Field are within one mile of this
location.
Playgrounds: Robinson Park Elementary School and Shea's Field are within one mile of this
location.
Parking: If granted, the additional parking spaces will bring the total of parking spaces to 39.

This letter discusses proposed construct ion of a new parking lot on the north side Lint
`T eresa s C ur t 108 Bridge Street in Apwun, Wssa6usetts. The proposed parking
t;t area k underlain by contaminated soils and groundwater, which were impacted by
leaks from an underground storage tank that oncL contained beating oil for the church
blIMing.
Vae subject release was first discovered in September 2001. At that tune, it Was,
determkicd that a reportable condition ex4red and the .Mas: husctrs Department of
Environmental Proteaion ;DEP) issued the site Release Tracking Number 1-1411 S. Since
that time, we have analyzed several soil and groundwater samples from the area of
contamination for petroleum hydrocarbons. Based upon these data, petroleums
contamination is present a; a depth of 4reatcr than five feet below ground surface.
Contaminated groundwater is present at a d,-pth of approxizzAtely 8 feet below ground
surface,
Rased upon the observed depth of Contamination, it appears unlikely the coMtaminattA
soils or groundwater will be encountered during construction of the panting lot. It
appears likely that the long terry_ solution for the site will involve the isolation of the
contaminated soils beneath an asphalt tap. This solution is corsistent With the proposed
use of the site as a parking lot. Once the parkiq lot is paved., contaminated soils or
groundwater should not pose a significant risk to the health of persons using the church
or parking lot.

Per your request dated September 25, 2001, we have reviewed the above referenced site plan
entitled "Saint Anthony's Church Proposed Parking, 108 Bridge Street" and we have the
following comments:
1. We recommend locating the existing catch basins at the intersection of Bridge Street
and Ottawa Street and near the proposed entrance driveway on Ottawa Street, on the
site plan. We recommend locating all trees and utility poles near the proposed entrance
and exit driveways on the site plan and also recommend removing and or relocate those
that are in the proposed entrance or exit driveways and those that prohibit a driver from
clearly seeing oncoming traffic on Bridge and Ottawa Street.
2. We recommend the applicant post (1) R6-1 "One Way" sign at both the entrance and
exit driveways to indicate one way directional travel.
3. We recommend removing the (4) parallel parking spaces because the proposed
perpendicular distance from the 80'± southern edge of the parking lot to the southern
of the parallel parking spaces measures 39.5' which is less than the recommended
44.5'. The applicant may want to consider two rows of(6) 45 degree angular parking
stalls in addition to the (2) stalls near the western edge of the parking lot.
4. We recommend the applicant install a catch basin or drain capable of withstanding
passenger vehicle or light truck loads, near the northwestern corner of the proposed
parking lot so that stormwater runoff can be transported under the sidewalk to the
nearby catch basin. This will help prevent ice from forming on the sidewalk during

5. We recommend the applicant show a berm on the site plan, along the northern edge of
the parking lot to contain and direct stormwater runoff to the above mentioned proposed
drainage structure. The berm would also prevent runoff from traveling across the
sidewalk along Ottawa Street.
6. If the applicant connects to the catch basin on Ottawa Street as proposed, a Storm Drain
Permit from the D.P.W. Superintendent would be required.
7. We recommend showing a detail section of the proposed parking lot and of a berm if
applicable.
8. The applicant should design the proposed parking lot so that stormwater runoff will not
travel onto adjacent property.
9. In addition to the existing handicap accessible space in the southern parking lot off
Maple Street, we recommend the applicant designate an addition space, either in the
existing or proposed parking lot, as van accessible location and design per "521 CMR
Architectural Access Board."

was discussed, we have determined the following with respect to certain punch list items. The
plan/instrurnent for the sidewalk, which you presented to us, is satisfactory and can be recorded.
The reach of sewer extending from the existing 8 inch stub in Main Street to your subdivision's
first manhole, will be video taped under a DPW contract. however,we wish to receive an
agreement from you to the effect that your client will pay for any necessary repairs revealed from
that video taping. Regarding the sewer manhole in the cul -de - sac, Your client will not have to
pave the manhole invert, but the finish grade of the cover must be raised so that surface water
will run off the cul - de - sac instead of towards the manhole. These and other items will be
completed as agreed at the above noted meeting.

SPECIFICATION FOR CONSTRUCTION OF CEMENT CONCRETE SIDEWALKS
CONCRETE
The concrete used for the sidewalks shall have a strength of 4000 psi,, a
maximum aggregate size of 3/41' and shall contain 5-7s entrained air.
Delivery slips shall be presented to the Town Engineer indicating that the
concrete being used conforms to the above standards. The concrete shall
be placed in alternate slabs 20 feet in length to a depth of 4 inches
except under driveways where required,, the depth shall be 6 inches. The
sections shall be separated by a 1/2 inch thick premolded asphalt expansion
joint. The concrete shall be protected from loss of water,( the weather
and traffic for at least 3 days after pouring by a method approved by the
Town Engineer.
The surface of the concrete walk shall be uniformly scored into block units
of areas not more than 25 square feet. The depth of scoring shall be at
least one quarter of the thickness of the sidewalk. After trowelingrt the
surface of the walk shall be brushed to produce a nonslip surface.
The Contractor shall provide all lights and barricades which may be needed
or may be required by the Town Engineer to protect the work,, pedestrians,,
and traffic.
GRAVEL SASE
where in the opinion of the Town Engineer or his representative the sub-
grade under the existing sidewalk is not suitable or the elevation of the
walk needs to be raised the Contractor shall excavate existing material to
a depth sufficient to allow placement of 6 inch compacted gravel base plus
2 inches of processed gravel below the new walk. Gravel bases shall be
wider by three (3) inches on each side than specified sidewalk width.
Compaction shall be by means of vibration plate compactor or 2 ton roller.
Any tree roots encountered in the area of the work shall be removed by the
contractor.
