ENVIRONMENTAL STUDY
Existing Conditions: Presently the site containing approximately 11.5
acres located on the southerly side of Mill Street has approximately 6
acres of overgrown field and a wooded area at the southerly portion, of
approximately 5 1/2 acres.
The parcel has approximately 220 feet of access off of Mill Street.
The southerly property line abuts Route #57 and an overgrown field.
The westerly property line abuts an open field and a wooded parcel at
the southwesterly corner. The easterly property line abuts an
overgrown field.
Mill Street has municipal water, sanitary sewers and storm drainage.
SCS Soil Maps indicate the site contains Merrimac soils. Town
topography maps indicate the majority of the parcel slopes to the
southeast towards a wetland area at the southeast corner of the parcel.
Proposed Development: This proposal shows the development of 750 foot
long cul-de-sac street. Twelve lots are proposed, and all lots meet or
exceed the minimum dimensions for the agriculture and residence A-2
Zones.
Municipal services existing in Mill Street will be utilized for this
project. The proposed storm drain system will be designed to collect
the run-off through a series of catch basins and manholes, which will
flow into a detention basin, and overflow into an existing wetlands
area at the southeast corner of the parcel . No Historic Structures nor
Archaeological important areas are apparent on this site.
Conclusions. This proposal should create no adverse affects on the
neighborhood or environment, and will allow the owners to utilize their
land.

At its duly called meeting held on January 17, 2002, the Agawam Planning Board voted not to
approve the Preliminary flan entitled: "Preliminary Subdivision Plan,Agawam,Massachusetts,For:
Elias Properties,Inc.,48 Rogers Avenue, West Springfield,MA"prepared by D.L. Bean, Inc., and
dated December 12, 2001,revised January 4,2002. The Board did not feel that the request for the
waiver of the 500' dead end street length meet the Boards criteria for"being in the best interest of
the Town of Agawam." The applicant could only show that the over-length street was in the best
interest of the developer and the property owner.

Per your request received on December 13', 2001, we have reviewed the;above referenced
plan entitled, "Preliminary Subdivision Plan" for Elias Properties, Inc., 48 Rogers Avenue,.West
Springfield, MA, prepared by D.L. Bean, Inc., 40 School Street, Westfield, MA, dated Dec-timber
12`'', 2001, and we have the following comments:
1.) We recommend the applicant state in the "Environmental Study" that the wetland area,Mat the
southwest corner of the parcel, as shown on the preliminary plan. The'--study shall also contain
information about the on-site water table and show finished contours at 2' intervals, within or
on the preliminary plan.
2.) The applicant shall show any on-site existing fences on the preliminary plan.
3.) The applicant shall show the proposed street "type" as defined in the town's design standards,
on the preliminary plan.
4.) We recommend the applicant label the property and curb line radii at the intersection of
proposed street and Mill Street, on the preliminary plan.
5.) We recommend the applicant show the diameter of the existing water main on Mill Street, on
the preliminary plan.
6.) The applicant shall show on the preliminary plan (1) proposed gate valve at each end.of the
fitting where the proposed water main connects to the existing water main on Mill Street at
station-0+40, for a total of(3) valves, so that the intersection is fully valved, unless otherwise
waived by D.P.W.
7.) The applicant has requested a waiver of the 500' maximum dead end street length:

8.) We recommend the applicant explain the note "sewer line down 17"' shown near house#537
on the preliminary plan.
9.) We recommend the applicant move the proposed hydrant at station 1+80, closer to the
proposed hydrant at station 7+40 so that the distance between the two is equal to or less than
the maximum allowable 500'.
10.) We require more time to perform a traffic study at the intersection of proposed road and Mill
Street. The completion of our review is subject to review at the definitive stage of the
following but not limited to sight distance at this intersection.

On the above date,I conducted a site survey at 555 Mill Street where the proposed subdivision
will enter/exit onto Mill St. The following information is in regards to Mill St. at#555.
Roadway: Mill Street is a heavily traveled roadway that goes east and west. There are two travel
lanes separated by a double solid line(NO Passing). The total width of the roadway from curb to
curb is approximately 28 feet. The eastbound lane is approximately 12 feet wide and the
westbound lane is approximately 11 feet wide. Both travel lanes have a designated fog line to the
side that is approximately 1 %2 foot wide. The posted speed limit in this area is 40 MPH.
Visibility: The visibility as you exit the proposed roadway to the east is approximately 2110ths of
a mile or to the intersection of Mill St. and Line St. The visibility to the west is approximately
6/10ths of a mile or to the intersection of Mill St. and Poplar St. There are no major
obstructions. However,there are fences,trees, shrubs, et cetera.
Lighting: There is a WMECO overhead light pole almost directly across the street from the
proposed subdivision roadway.
Traffic Controls: Aside from the aforementioned controls,there are none present.
Sidewalks: There is a sidewalk located to the north which runs parallel to the west bound lane.
School Zones:The High School is approximately 2/1 Oths of a mile to the east.
Playgrounds: The High School ball fields are located approximately 2/10ths of a mile to the east.
The Sacred Heart Church ball fields are located approximately 6/10ths of a mile to the west.
Traffic Unit Impact Estimates:None provided.
