Site plan approval is required because the proposed driveway alterations will alter the existing site conditions at a portion of the existing property on the west side of Main Street in the Town of Agawam, operated by Six Flags(the"Park"). Six FIags respectfully requests that the Planning Board grant to Six Flags site plan approval in connection with the driveway alterations for the reasons hereinafter set forth: 1. Background. The improvements currently present on this portion of the property were originally permitted through the Agawam Planning Board at its duly called meeting on July 16, 1998,and subsequently revised in early 1999.A copy of the approved site plan drawing C-5, "Grading, Drainage and Erosion Control Plan"dated 03/12/99,is attached to this application for reference. The access driveway shown on this plan,from what was at the time known as the Handicapped Parking Lot,was never constructed,but the drainage infrastructure was installed and sealed for future use.Further,the driveway pavement area was included in the stormwater management system presented at the time for the entire development. 2. Rationale for Additional Park Improvements. During the 2001 operating season,Six Flags reviewed its operations at the entrance drive to determine if a more efficient driveway configuration could be constructed.It was determined as part of this review that relocation of the pick-up/drop-off area driveway to a location further down the parking area access roadway,to the location previously permitted, would prove beneficial to the operations at the parking area entrance.The relocation provides additional distance for a park guest to make a lane change into the through lane for parking area traffic.The relocation will also afford the construction of a dedicated left turn lane into the pick-up/drop-off area. Finally,the increase travel distance will provide an opportunity to install increased directional signage, 3. Parking Summary. The existing pick-up/drop-off area at the park currently holds 35 parking spaces for temporary use by guests in picking-up or dropping off.The parking spaces are not intended for long term parking,and the park currently patrols the lot to ensure that long-term parkers utilize the main parking area.The proposed modifications will add an additional 3 parking spaces to the lot,bringing the total available temporary use spaces to 38.In all,the additional impervious area added by the relocated driveway and the removal of the old driveway equates to approximately 2,600 square feet.This amount of pavement increase is below the municipal requirement for the completion of a drainage permit,and was already included in the original application's design. In summary Six Flags is requesting Site Plan approval by the Planning Board with respect to the relocation of the pick-up/drop-off area access driveway.The relocation will benefit traffic operations at the parking area entrance, as well as streamline the processing of guest vehicles entering the drop-off area.
