Daley Date: September 26, 2002 Subject: V & F Auto 7 Harding St. SP410 We have reviewed the Site Plan sent on Sept. 25, 2002 and note that there is still a problem with the lower area of the site, adjacent Springfield Street. Although a catch basin was eliminated, the berm surrounding that area still remains on the plan, which if constructed thusly, would create puddling. We will copy the Architect with this memo and the matter can be dealt with during construction. S:lsp1410105.wpd R i /1- FROM THE DESK OF... The lower portion of the property under its previous use was completely impervious and therefore would not require storm water detention or a catch basin unless the natural drainage is going to be blocked by the proposed 5ft, bermed landscape buffer you propose to install. The upper portion of the property should have a catch basin as shown on your site plan due to the topography of this piece. Since there is no storm drain system in Harding Street and the system in Springfield Street is at capacity, a dry well system will have to be used on your property. The dry well system should be designed by an engineer so that it will work properly and not cause flooding of your property. Very truly yours, John P. Stone Supt. D.P,W. MEMO TO: Engineering Department FROM: Planning Board DATE: September 16, 2002 SUBJECT: Revised Plan - Site Plan - V&F Auto - Springfield& Harding Streets Please review the attached revised Site Plan for V&F Auto on Springfield and Harding Streets to be sure it is ready for the Board's signatures at their September 19`h meeting. Daley Date: September 11, 2002 Subject: V & F Auto Sales ; SP410 Per your request of September 9,2002 and subsequent to our memo to the Planning Board of August 27, 2002, in which we reviewed the first revision of the Site Plan, I called Frank Palange. He said that his Architect had placed two catch basin symbols on the site plan per his request, but he wanted our input on completing the site plan. Rick Seidnitzer met with Frank on Wednesday September 11, 2002 at the project site ( #7 Harding Street ) at 11:00 am and discussed the following; Rick mentioned that his architect might want to add more information to the plan, such as location of existing drainage in Springfield Street which might provide a point to connect the proposed catch basins to. Frank mentioned architect fees. Rick also mentioned the apparent conflict shown on Frank's plan, regarding the existing retaining wall occupying Town Layout area. Frank mentioned "existing conditions" in reply to both Comments. Rick Seidnitzer mentioned that if missing information were supplied to the plan, it might be beneficial to Frank. We expect that Frank will consider information gathered at the above described meeting and kFRox ceed with his plans. If Frank is unable to provide the above mentioned information on his plans and the project moves ahead, it may be possible to connect any proposed catch basins, etc by employing ground penetrating radar during yBEsxOFconstruction phase.
