The Planning Board, in a unanimous vote, denied the request for the waiver to allow the construction of an overlength dead-end street as the northerly end of Lancaster Drive is now a dead-end street of greater than 700' and by constructing Willow Glenn Estates Phase II, Lancaster Drive would become approximately 1830'. The proposal for a dead-end street of this length was not found to be in the best interest of the Town of Agawam. For the reason stated above, the Agawam Planning Board denied the Preliminary Subdivision Plan entitled "Preliminary Subdivision Plan of Lancaster Drive, Agawam, MA, Prepared for Fether Inc", prepared by Woodlake, Inc. and dated July 10, 1998. The existing water, sewer and stormwater drain easement should be dimensioned. 2. Zone lines should be included. i . 3. The northeastern portion of the site is heavily wooded. This tree line should be shown on the plan. 4. In regards to the water main: The connection to the water main on Sheri Lane is shown on private property. An easement should be obtained or the water line should be re-located. Hydrants are required on Abbey Lane and may be required on Windsor Place, depending on the aforementioned. In regards to the sanitary sewer line: The end of the lute manhole on the northern limit of Abbey Lane may have to be moved northerly in order to provide service to lots 9 and 10 (our standard practice is to not allow single family houses to connect directly into manholes). Lot 8 appears to have no access to the proposed sanitary sewer system. The design should incorporate service for the subject lot if this is the developer's intent. In regards to the storm drainage system: The spacing of catch basins on Abbey Lane exceeds the maximum spacing of 300 feet. The eastern catch basins on Lancaster Drive are drawn abutting the water line; they should be drawn to-the edge of pavement. 5. In regards to the cul-de-sacs on Abbey Lane, we recognize the designer's attempt to gain additional lots based on the ROW shown, however we would like to recommend a more direct path for traffic traveling through subject area which would be less confusing to drivers and be easier to snowplow. (owner) proposes to develop a twenty nine (29) of subdivision for single family homes on a 30.9 acre parcel located Northwesterly of Lancaster Drive, Northerly of the City of Springfield water line and running northerly to the end of the Fether Inc. property.. The development proposes to extend Lancaster Drive (Lane) northerly about 520' to the intersection with proposed Abbey Lane (Way). Abbey Lane will be developed Easterly about 250', then Northerly about 600' to intersect with proposed Windsor Place. Lancaster Drive will continue Northerly about 740' to the intersection with Windsor Place and continue about 120' Northerly to the end. Windsor Place will be built Easterly about 350' from Lancaster Drive to Abbey Lane thus forming a loop Of the 30 + acre tract about 10 acres is wetlands and two acres is occupied by a Northeast Utilities easement. The area developed for single family homes is about eighteen acres. Site Description: Soils: The soils in the developable area consists of 0 to 6" of sandy loam over a gravelly coarse to fine sand. Permeability is very rapid. The tract slopes from the Northeast to the Southwest at 2% to 5%. The water table at the Sheri Lane end is 10.5 feet below the surface. Along proposed Lancaster Drive the water table is 4' to 6' below the existing ground. Test wells have been installed to monitor the water table. Vegetation: Vegetation on the developable are consists of sumac, small pines, weeds, and grasses. Only two trees over 8" were noted on the developable area. Flowing Water Bodies: A small brook which originates to the west of Line Street enters the tract at the North end and flows South thru the tract exiting the tract at the City of Springfield water main. Topography: The topography of the site is shown on the preliminary subdivision plan and the grading plan. Open Water Bodies: There are no open water bodies on the tract. 1. Private Water Supply: All exiting and proposed homes will be served by the Town Water Dept. Private Sewage System: All dwellings are served by the Town Sewer System. All lots in the proposed development will be served by Town public sewer. Flood Plain: Flood Insurance Rate Map Panel Number 250133002A page 2 of 2 shows that the tract does not fall within the 100 year flood zone. Wildlife: There are no endangered species within the project area as shown on the 1996 "Estimate Habitats of Rare Wetlands Wildlife and Certified Vernal Pools". Erosion Control Measures: Haybales/silt fences will be installed prior to construction to prevent sediments from being deposited in the brook or wetlands during construction.. The conservation commission has held hearings and has written the order of conditions for the project. Water Quality: A drainage study has been done and submitted to the town engineering department to assure that the town bylaw for storm water discharge is adhered to. The design includes detention ponds and energy dissipaters. Zoning Districts: The tract is zoned Agricultural. Single family homes are permitted in this district. All lot sizes and frontage conforms to requirements of this district.
