Description of Project: Construction of a 10,000 sq.ft. light manufacturing building.
Description of Site: Site is located in Suffield Street Partnership industrial subdivision.
It is vacant and has frontage on Gold Street. The site is steeply sloping to the south with
an elevation change of 30 feet from the rear of the lot to Gold Street.
Provision for Traffic Flow: Access to the site is provided by a 25' wide driveway off
of Gold Street.
Parking: Twenty-two (1 handicapped) parking spaces are being provided. One parking
space must be provided for each 1.5 employees. The number of employees must be
provided.
Drainage: See Engineering comments.
Public Utilities: O.K.
Landscaping/Screening and Buffers: The following landscape note must be placed on
the plan: "All plantings must be maintained and that portion of the public way abutting
the parcel and including the treebelt, shall be maintained in a safe and attractive
condition by the owner of the parcel".

Following our original review of this site's plans, dated Dec. 8, 1998 and
per your request of February 17, 1999 we have reviewed the 2/12/99 issue of the above referenced
plans and have the following comments;
1.) The original subdivision drainage design allowed for up to 50% impervious cover and
since the proposed impervious area, including the building future expansion amounts to
43% impervious coverage, no storm drain permit is required. The eastern side of the
property is designed for considerable surface runoff directly on to the adjacent lot and as
we noted in our previous memo, there will likely be complaints of flooding, etc. Drainage
design should be altered so that runoff will be contained on 84 Gold Street's property or
in lieu of that, easements should be provided, allowing such discharge. The drain pipes
receiving down spout discharge along the eastern side of the building should be lowered
a foot or more to allow for the future building down spout drainage.
2.) For this roadway, we recommend the installation of one additional sanitary manhole
approximately 50 feet north of the existing 8 inch capped sanitary stub. This should handle
the transition between the 4% to 25% proposed grade change. As noted in our previous
memo, we recommend a crown in the roadway and consequently, an additional catch basin
opposite catch basins # 3 and 4.

3.) To aid in with the removal of surface water at the North side of the building, the grade of
the swale should be increased. Details should be provided for this and any other swale on
the site.
4.) Although a detail sheet now accompanies these plans, not all of the details requested
(sidewalk section, handicap ramp design, etc.) have been added. Also, some of the criteria
shown do not meet the requirements of the Town of Agawam. And, as was mentioned
previously, all appropriate permits ( curb cuts, etc.) will be required before any work is
to commence . We suggest a meeting*with the Engineering Division to resolve these
details. In general, we do not require site developers to follow Town Standards, but do
require all sewer work to comply with our standards since failure of private sewers could
result in excess inflow to Town sewers, which would burden Agawam ratepayers.
Handicap facilities and appurtenances must comply with State and Federal regulations
5.) To ensure compliance with the River/ Wetlands Act (if applicable), the plans should show
the distance to the nearest wetlands.
6.) Since #84 Gold Street has its only vehicle access over lot 19F(located west and north of
#84, an access and utility easement from the owner of lot 19F, in favor of#84 Gold Street,
should be provided.

On 11/25/98 I conducted a site inspection for Interstate Design Co on Gold Street, my findings
are as follows:
Roadway - Gold St is a paved asphalt road with no apparent defects in the surface. The road runs
in a primarily cast/west direction and is approx. 35 feet in width from curb to curb.
Visibility - the visibility on Gold St from the site is good in both directions. There is a slight
curve to the road just west of the site.
Lighting - There is a street light across the street from the site.
Traffic Controls - There are no traffic controls on Gold Street. Parking is allowed on the street,
there is no posted speed limit or pavement markings.
Sidewalks - none
School Zones - not applicable
Playgrounds - not applicable
Parking - The site plan indicates 24 parking spaces with one space reserved for handicap parking.
This conforms to the Agawam Town Ordinance for handicap parking.
Traffic Unit Impact- none provided

Per your request of November 20, 1998 we have reviewed the above referenced
plan entitled, " New Building For:, Interstate Design Co_, Gold St., Agawam, MA ",
prepared by the O'Leary Company, scale 1"=20', dated August 22, 1998, and we have
the following comments:
1.) The submitted plan is based on a highway and utility easement being provided
at the western edge of the property. It would also require at least an 8" water line,
an extra sanitary sewer manhole and a sewer extension permit If the town was to
acquire the driveway as a town road in the future it would not meet our standards
for an industrial roadway due to the fact that it is not wide enough and that it
would only have 3" for pavement thickness. One way of avoiding this problem
would be to have the proposed driveway placed east of the highway easement and
the utilities connect at the provided connections, presently located east of the
highway easement.
2.) The following note should be added to the plan, " Prior to installation of any
sewer, water or drainage lines, the contractor/ owner shall contact the Town of
Agawam's Engineering Division, 786-0400 ext. 275. No piping/ appurtenances
will be installed or backfilled without permission of the division."
3.) The following note should be added to the plan, " All plantings shall be
maintained and that portion of the public way abutting the parcel, including the
treebelt, shall be maintained in a safe and attractive condition by the owner of the

parcel. "
4.) The following street address should be added to the site plan, 84 Gold Street.
5.) A screening fence should encompass the dumpster that will be placed on the
dumpster pad.
b.) There are existing water and sewer services for this lot that should be used, our
office has the location of these services from the original definitive plan, if this
information is needed by the designer.
7.) There is proposed grading on the adjacent lot, near the southeast corner of the
proposed site. All proposed grading should be on the lot for Interstate Design
Co., or pennission will have to be granted from the owner of Lot #19 D. A Swale
should run along eastern and western property lines of this site to keep the run-off
from entering the neighboring properties. We do not recommend the proposed
cross section ( dished, rather than centerline crown ) of the drive, as it will be
hazardous in the events of heavy rainfall, freezing weather and may also cause
collected discharge to partly by-pass the last catch basin and run out on Gold
Street.
8.) Our office did not receive a copy of sheet L105, which includes the standard
details for this project. Standard details should according to town specifications
and include but are not limited to: roads/parking lot - typical section, sidewalk
section, trench section for sanitary sewer, drain manholes and catch basins (deep
sump if required), sanitary sewer manholes with brick inverts, curbing, handicap
ramps conforming to current AAB standards, pavement replacement detail and
the waterline should be constructed to town specifications.
9.) Please submit the number of employees that will be working on site so our office
can check to see if the appropriate number of parking spaces are provided.
10.) On sheet L101 Lot #19 d should read 8.920 acres.
11.) A curb cut permit will be required by the Town's Department of Public Works.
The Planning Board's approval should be subject to the issuance of said permit.
