Hubbard and dated May 12, 1999, revised May 28, 1998 with the following conditions: • The applicant is to petition the Town of have a stop sign installed at the intersection of Blair Hill Road and Line Street. • The applicant is to assist the Town m its petition to the State Highway Department to decrease the speed limit on Line Street in the vicinity of the intersection with the proposed Blair Hill Road. _ • The applicant is to petition the Springfield Water Department to provide more visibility for vehicles exiting Blair Hill Road on the west side of the Springfield Water Department structure. This could be accomplished by providing a more severe grade around the structure or a retaining wall. A set of mylars of the Preliminary Plan are to be submitted to the Planning Board for its signatures. In other business the Board granted the following waivers: • Section 159-8 A(6) which requires that the minimum distance between adjacent parallel streets be three hundred (300) feet at intersections to allow for the distance from Blair Hill Road and Sequioa Street to be two-hundred and forty (240) feet. • Section 159-31 C which requires that a buffer strip not to exceed thirty (30) feet may be required when warranted by drainage or other local conditions to allow for thirty (30) foot buffer along the northern property line with the exception of lots 6 and 7 where it shall be decreased to twenty (20) feet; and a twenty (20) foot buffer along the easterly property line (Morris farm). Within the buffer area general maintenance can occur, but no trees of a caliper of 8" or greater are to be removed. The applicant is to work with the Town to determine the best treatment of the buffer to be maintained on the north side of the property. Because of the prior problem relative to connecting to Sheri Lane the 50' street Right of Way has not been extended to Sheri Lane. Fether, Inc. is agreeable to granting the Town any easements which they feel are necessary. This can be done during the development of the Definitive Plans. 2) The water elevation at Test Pit#4 is 160 it was inadvertantly written as 168. This has been corrected. Test pits or observation wells will be installed in the Blair Hill Road and Downing t Place section of the project early in the design stage. The Engineering Department will be kept appraised of this work. 3) Jim Daley Memo dated January 7, 1999. 1 agree with both comments but they do not apply to the current plan. Stone From: Engineering Division Date: January 21, 1999 Subject: Willow Glen Estates - Phase II - Westminster Dr. and Line Street Intersection - Per your request of January 13, 1998, we have analyzed the intersection of Line Street and the proposed Westnunister Drive with regard to safety and we have the following comments: 1. At intersections without traffic control, such as Line Street and the proposed Westminister Drive, drivers should be able to adjust their speed to avoid a collision. The minimum horizontal sight distance along each intersecting leg assuming 3 seconds perception/reaction time is 155 ft' for a design speed of 35 mph. In all cases (vehicles traveling northbound and southbound on Line Street and vehicles approaching Line Street from the proposed Westminster Drive) this proposed intersection meets the criteria for speed control in residential areas. 2.) There is less than desirable profile characteristics relative to sight distance, for vehicles traveling on Line Street. This condition should be addressed regardless of whether or not the Westnunister Drive intersection is allowed. A posted speed limit of 25 mph both north and south of the grade between house's #79 and #113 would provide satisfactory safety for the above noted condition. 3.) . Regarding item, #2, we examined on-site, the sight distance conditions at the proposed intersection of Westminster Drive with Line Street. Any vehicle turning into or out of the proposed Westminster Drive would be clearly visible to the vehicles both north and southbcund on Line Street. This fact is to be differentiated from criteria used in item #2, where it is a 6 inch object being visible to a driver r operating a passenger era ' assen vehide. s 4.) Engineering did not receive a Form B, or a Statement of Interest for the newly proposed areas. 2. In my earlier reply to you of January 21, 1999, I was responding to the Planning Board's memo regarding this intersection, of January 13, 1999, which stated, " The Board asks for your analysis of this intersection with regard to safety(,) for its January 21" meeting.". Six points were brought out in my reply and the safety aspects of each point were described therein. To answer your question, we do advise that we approve the subject intersection design shown in the Preliminary Plan (dated 1/14/99), considering the safety aspects of it. This in no way discounts the recommendations I made in the January 21, 1999 memo, cited above. One of those recommendations, speed posting change, would require action by MHD. Another point mentioned, a stop sign at Westminister Rd., would require a warrant study. Hubbard, R E., R.L.S., 70 Edgewater Road, Agawam, MA, Scale 1"=80', Dated: December 2, 1998". Our comments on details of this plan are: 1. Engineering did not receive a Form B, or a Statement of Interest for the newly proposed areas. 2. Due to the fact that Line Street was constructed within the last 5 years, the proposed water connection from Westminster Road to Line Street must be approved by John P. Stone, Superintendent of Public Works if a pavement cut is required. Town plans indicate that the connection to the water line on Line Street may not disturb the pavement. However, since the connection to the drain line may be the opposite side of the street, a pavement cut would be required. 3. The proposed connection of the water and drain lines from Westminster Road to Line Street should be shown on the plan. 4. The plan should show all areas regulated by the Massachusetts Wetlands Protection Act, MGL C. 131, section 40 which shall be verified by the Agawam Conservation Commission. Existing stone walls, fences buildings, shrub rows, rock ridges and outcroppings, water bodies and any other noteworthy feature of the land. 5. A town permit will be required for the water connection. 6. A state sewer extension permit is required. 7. Lot Numbering omitted #33. S. The location map should be drawn to a scale of 1" = 1,200' and labeled. 9. Contour lines should extend at a minimum 30 ft beyond existing property lines. Proposed contour lines should also be shown. 10. Extend Lancaster Drive layout to bordering property line so the town may construct future connection if it becomes desirable to do so. 11. The proposed intersection at Westminster Road and Line Street is less than the minimum requirement of 300 feet away from the intersection at Sequoia Drive and Line Street. The plan should show the proximity of these intersections. 12. Lots 1 through 29 seem to be the same as previously approved plans. 13. An Environmental Study of the proposed area needs to be performed. 14. There is a concern with the effect of Westminster Road on the wetland that it crosses. Perhaps crossing the wetland at more of a right angle will reduce its effect. The town does understand that the consultant wanted to maintain a 300 foot minimum distance between intersections but further evaluation is warranted. Hubbard and dated December 2, 1998, revised February 20, 1999. During the on-site meeting, all present observed that the property had been logged and that portions of the stream channel of Three-Mile Brook and its tributaries had been disturbed. It was observed that bordering vegetated wetlands associated with Three-Mile Brook had also been disturbed. Following the on-site meeting, the Conservation Commission contacted Carmine Angeloni, Service Forester of the Department of Environmental Management. Mr. Angeloni informed the Commission that two Forest Cutting Plans had been filed with the Department of Environmental Management. One Forest Cutting Plan was filed by Larry Bruffee on the behalf of Fether, Inc. In a letter dated December 30, 1999, the Conservation Commission asked that Mr. Angeloni meet with them during his final inspection of the property to discuss the wetlands violations. During the subsequent March 4'inspection, Mr. Angehno observed what he called "violations of MGL Chapter 132, the Forest Cutting Practices Act, and MGL Chapter 48, s.lb, the Massachusetts Slash Law". Mr. Angelino also stated that the logging was done in violation of the Forest Cutting Plans. In his letter to you dated March 8, 1999, Mr. Angeloni has ordered that you take steps to come into conformance with State Law. The Agawam Conservation Commission now orders that the violations of the Wetlands Protection Act be addressed. The Conservation Commission, through the attached Enforcement Order, is requiring that you immediately retain the services of an Environmental Consultant to prepare a plan to re-establish and restore the resource areas which were disturbed during the logging. In the preparation of the plan the following shall be done. 1. The property boundaries shall be staked. The property boundaries shall be clearly marked by wood stakes at least three feet long (at least the top six inches shall be marked with day-glow type paint or tape). 2. The boundaries of the areas of statutory interest shall be clearly delineated in the field. 3. The plan shall specify the steps to be taken to restore the areas disturbed. A timetable for restoration shall also be submitted. The Conservation Commission requires that the above listed items be completed by April 15, 1999. The Commission wishes to inform you that, due to the extent of the wetlands violations on the site, no action will be taken on the proposed subdivision plan until the Conservation Commission is satisfied that restoration activities have been initiated and are underway. In all cases (vehicles traveling northbound and southbound on Line Street and vehicles approaching Line Street from the proposed Westminister Drive) this proposed intersection meets the criteria for speed control in residential areas. 2.) There is less than desirable profile characteristics relative to sight distance, for vehicles traveling on Line Street. This condition should be addressed regardless of whether or not the Westminster Drive intersection is allowed. A posted speed limit of 25 mph both north and south of the grade between house's #79 and #113 would provide satisfactory safety for the above noted condition. 'a 3.) Regarding item #2, we examined on-site, the sight distance conditions at the proposed intersection of Westminister Drive with Line Street. Any vehicle turning into or out of the proposed Westminister Drive would be clearly visible to the vehicles both north and southbound on Line Street. Concrete posts and a stop sign will be placed at the end of the pavement so that the end can be seen by vehicles traveling north on Lancaster Drive before they reach the Abbey Lane intersec- tion The only use for this 70' is to serve Lot# 29. The 70' of 30' wide pavement with landscaping and lawn at the end would be much more attrac- tive than a 100' wide circle of pavement which would serve no one. The Public Works Department has said that maintenance of the 70' of pavement(including snow plowing) would be much easier than maintaining the street with the 100' wide cul-de-sac. Easterly 113 of Tract (Lancaster Drive & Abbey Lane) This area now consists of open areas of sand and scrub growth. The sand tends to erode into the wetlands during severe thunderstorms. Traffic in this area is now nil except for bikes using the sand trails. When fully developed, the area will generate an average daily traffic of about 280 vehicles per day. The vehicles will access the area from Cooper street. This increas will not change the level of service on cooper Street. Pedestrian traffic in the area will not be significant. B. Center 1/3 of Tract(Wetlands) A small area of wetlands will be permanently disturbed by the crossing of the brook by proposed Westminister Road. The area will be replicated in current upland areas as directed by the Conservation Commission. The wetlands will be protected by silt fence and bay bales as directed by the Conservation Commission. permanent protection from adverse effects of storm water will be provided by detention basins and energy dissipaters. C. Westerly 1/3 Tract (Westminister Road & Windsor Court) This area was once heavily wooded, but a logging operation has cut all of the mature trees, leaving the stumps and brush. Currently, this is very un- sightly and could create a fire hazard. The development will remove the unsightly debris and replace it with landscaped lawns. Traffic from this area is now nil. When fully developed, the area will generate an average daily traffic of about 190 vehicles. The vehicles will access the area from Line Street. This increase will not change the level of service on Line Street. The limited wetlands and brook along the north line of this tract have been located and flagged. The flag locations are very close to the brook. Engineering did not receive. a Form B, or a Statement of Interest for the newly proposed areas. 2. Due to the fact that Line Street was constructed within the last 5 years, the proposed water connection from Westminister Road to Line Street must be approved by John P. Stone, Superintendent of Public Works if a pavement cut is required. Town plans indicate that the connection to the water line on Line Street may not disturb the pavement. However, since the connection to the drain line may be the opposite side of the street, a pavement cut would be required. 3. The proposed connection of the water and drain lines from Westminister Road to Line Street should be shown on the plan. 4. (owner or authorized representative) proposes to develop a forty nine (49) lot subdivision for single family homes on three parcels totaling about 40.+ acres located northwesterly of Lancaster Drive, northerly of the City of Springfield water line and running northerly to the end of Fether Inc. property, and easterly across Three Mile Brook to Line Street. The development proposes to extend Lancaster Drive northerly about 1400' to about 70' from the north property line of the Fether property. Abbey Lane will be developed to form a loop to the east of Lancaster Drive. Westminister Drive will be developed west from Lancaster, crossing Three Mile Brook and continuing west to Line Street abutting the north line of the Springfield Water Department property. Of the 40+/- acre tract about 10 acres is wetlands and two acres is occupied by a Northeast Utilities easement. The area to be developed for single family homes is about 28 acres. The delineation of the major portion of the wetlands has been approved by the Conservation commission. Three Mile Brook is along the north property line of the project as it extends toward Line Street-The gradient to the brook is quite steep and the wetlands along the brook is quite limited, After approval of a preliminary plan the wetlands will be flagged and approval of the Conservation commission will be requested. Site Description: Soils: The soils in the developable area consists of 0 to 6" of sandy loam over a gravelly coarse to fine sand. Permeability is very rapid. To the east of Three Mile Brook the tract slopes from the Northeast to the Southwest at 2% to 5%. The water table at the northerly end is 10.5 feet below the surface. Along proposed Lancaster Drive the water table is 4' to 6' below the existing ground. Test wells have been installed to monitor the water table.
