The submitted layout of the eastern parking area and eastern driveway on the lighting plan (Sheet No. 7739 E1) does not agree with the layout of the eastern parking area and eastern driveway on Sheets 7739 L1, 7739 L2, and 7739 L5. 10.) A spot grade should be added to the paved channel in between the proposed 194 contours Iu on the proposed eastern driveway. We recommend that the rip-rap for the paved channels 1 be labeled (or at least one, a typical "). 11.) The number of employees and the number of vehicles should be added to the plans so that we can verify the correct number of parking spaces have been included on the plans. 12.) The employee parking area, west of the proposed building, should have at least 24' aisles in the parking area to meet our parking standards. 13.) So there are no concerns with the processed water, which is being created on site and discharged into the sanitary sewer system, we would like for the plans to comply with the Town's standards for sanitary sewer systems. Plans and design should be submitted for the sanitary sewer pre-treatment that will be located within the building. We will need to receive a copy of the application for a MA DEP Sewer Connection Permit and evidence of approval prior to our signing off on the building permit. Calculations should be submitted for the amount of sewage that will be discharged from the sanitary sewer system. A Sewer Extension Permit will need to be obtained (from MA DEP) if the flow is greater than 15,000 gpd. The detail for the sanitary sewer manhole should be changed so that it meets all of the requirements for sanitary sewer manholes. For example, it should include brick masonry for the shelf and inverts. The manhole cover should be 30" with a 30" manhole opening. The distance between proposed SMH #8 and SMH#9 is 591.00'. A maximum of only 300' separation is allowed between the proposed sanitary sewer manholes. The trench section detail should read that only 3/4" crushed stone should be used for the embedment material. 15.) The sidewalk detail shows that there is a difference of 6" above the parking area. The plan does not include a handicap ramp in the parking area. A detail of the handicap ramp is required and it should conform with the current AAB standards. 16.) We do not approve the M.J. shoe with retainer glands to be used for the hydrant. The hydrant should be restrained with a field-lok gasket. Stone, VRK From: Engineering Division Date: May 3, 1999 Subject: Notice of Intent- Suddekor- Bowles Road - Storm Drain Review- CC 214 Our division finished reviewing the storm drain calculations for this site. There is very little increase in run-off for the 2 and 10 year storms (post development) for this site. For 2 year post development the run-off increases 0.09 cfs and for 10 year post development run-off increases 0.09 cfs as well. This increase is very insignificant for such a large area. The 100 year storm (post-development) discharge is less than the 100 storm (pre-development) event. The 2 and 10 year pre-development storms create little run-off due to the characteristics of the site. We approve the submitted calculations. In order to completely address drainage issues, all comments we made in our memo of April 22, 1999 (attached) must be resolved in the plans and design. The following note should be added to the plans: "Prior to commencing work activities, sedimentation/erosion control barriers shall be installed,maintained and shall not be removed until all work is complete and vegetation is established." 2.) In order to remove 25% of Total Suspended Solids by the means of Deep Sump Catch Basins they are required to have a 4' sumps. The detail for the Hooded Catch Basin should be changed to having a minimum 4' sump. 3.) Standard #4, removal of 80% Total Suspended Solids, is not being achieved in each process train for this site. The run-off entering the detention area, which is being collected from the building's roof, is only receives 77% removal of the TSS load. The detention pond does not fit the description of an infiltration basin, it does however fit the description of an extended detention pond. 4.) The incorrect site location is shown on Figure 3. FIRM F000dplain Map, Agawam, Community Panel #250133 0002 A, 1978 in the submitted Notice of Intent. We agree this site is not in a floodplain. 5.) Rim and invert elevations should be included for all drainage structures on the submitted plan (catch basin and drywell). The invert elevation of the 8" A.D.S. overflow pipe entering the sediment forebay is 193.00'; run-off is being collected upstream of this invert by a leaching basin and a catch basin. The hooded catch basin has a rim elevation of Iess Page No.2 CC214 Comment No. 5 cont. than 193.00 and therefore, cannot drain to the sediment forebay. This portion of the. drainage system for this site does not have positive outflow. The run-off collected in this catch basin would not reach the sediment forebay, this should be corrected. 6.) The proposed contours of the detention area do not agree with the proposed outlet structure. The outlet structure has an invert of 190.71' and there is a proposed 191.00' contour south of the invert. It is not clear if the outlet control structure has a top or if it is open. There should be a grate to cover the top of the structure mainly for safety and maintenance. 7.) So there are no concerns with the processed water, which is being created on site and discharged into the sanitary sewer system, we would like for the plans to comply with the Town's standards for sanitary sewer systems. The detail for the sanitary sewer manhole should be changed so that it meets all of the requirements for sanitary sewer manholes. For example, it should include brick masonry for the shelf and inverts. The manhole cover should be 30" with a 30" manhole opening. Proposed SMH No.9 should be relocated so that it does not cross the proposed water main west of the proposed building. 8.) Our division is currently in the process of reviewing the storm drain calculations for this site. We will submit the results to the Conservation Commission as soon as possible. KG is Description of the Company Company profile: SUDDEKOR, Druckerei GmbH &Co. KG in Laichingen, Germany, produces printed decorative paper for the furniture and flooring industries. The company's output amounts to approx. 16,500 tonnes per year, a significant proportion of which is exported to the USA and Canada. Plan: With the aim of improving its market position, SUDDEKOR is planning to set up a production facility in AGAWAM. Massachusetts, which will mainly supply customers based in North America. In 1999 a factory covering approx 60,000 square feet and an office block covering approx. 10,000 square feet are to be built on the site, which has already been purchased. An independent administrative division including sales, accounting and production planning departments will start worst in the offices at the start of 2000. The first of four printing machines will be installed in the factory at the start of 2000. Production is scheduled to commence in April 2000. The base paper and printing ink required for the printing process will be purchased from various manufacturers in the USA. The rotogravure cylinders used for printing will be bought in the farm of blank copper- plated steel cylinders in the USA and engraved and chrome-plated by the company's own cylinder-making department. Description of production processes: In the main process, i,e_ the process which takes place in the printing press, low- viscosity printing ink is taken up by the rotogravure cylinders and applied to the paper. The printing ink is water-based so that the hot-air dryers which are built into the printing press only need to dry the water out of the printed paper. During this drying process only warm air dampened with water—not solvent- is released into the atmosphere. For the production of color collections a smaller printing press is set up in addition to the main printing press. SURD E KOR DRUCKEREi GMBH & CO. KG . . Production of printing cylinders: The printing cylinders are purchased in the form of copper-plated blanks and machined on an engraving machine. The surface is then chrome-plated in a galvanic chrome bath, The waste water produced during the various stages of the chrome-plating process contains chrome, acid and other chemicals. This water is collected in tanks and subsequently treated. Washing processes: The waste water from the washing processes which are needed to clean the printing cylinders and ink ducts contains printing ink This water is also collected and treated. Neutralisation of waste water: We plan to set up a chemical water treatment plant which will detoxify, neutralise and de-sludge each batch of waste water in sequence to produce dry waste products and clean water. The plant is to be designed and built by a specialist planner in line with the latest state of the art and in accordance with the laws applying in the USA and in Massachusetts in particular. The plant will only discharge clean water which meets the statutory requirements. Employment figures: The new company will employ approx. 10 office staff and approx. 20 production staff in the year 2000. Within 3 years the number of employees will probably have increased by approx. 50% as we plan to install a second printing machine shortly after the first Given the current market situation it can be expected that the workforce will expand steadily. WoMow Waste Water Treatment Sources for waste water treahnent ■ Waste water containing chromium for chromium extraction, exhaust air washer used in chromium-plating, normally with a pH value < 3. chromium is also present in trivalent as well as hexavalent form ■ Waste water containing hydroxide from the degreasing process, with a pH value > 9 ■ Waste water containing dyes from the washing hall and the dye mixing room, this may also contain chromium Description of the plant The waste water treatment plant to be designed in this case will be based upon an estimate of the waste water volumes, taking into account the economic aspects and will operate on the batch treatment principle. This means that the waste water created is collected in separate tanks according to its various constituents. From there it is transferred on a cyclical basis to the treatment tanks. The actual treatment process is automatically parameter-controlled. First of all, solutions containing hexavalent chromium ions are pumped into the treatment tanks. A pH value of 2.5 is created by adding acids or alkalines. This is the prerequisite for reducing hexavalent chromium to a trivalent chromium through the subsequent addition of sodium hydrogen sulphide. A measurement of the redox potential in the treatment tank enables the process to be monitored and gives a signal to the process control to continue the program. Following detoxification of the chromate the control system pumps a quantity of alkaline waste water into the treatment tanks. The resultant increase in the pH value is measured and analysed. Once the value reaches 5.5 the control switches to the addition of lime (calcium hydroxide). Calcium hydroxide is now added until a pH value of 9.5 is reached. In one of the subsequent two-hour rest phases the precipitation products settle to form sludge. The purified water created during the sludge phase is transferred to an untreated waste water tank. The water is then discharged into the sewage system via a selective exchanger once the final pH value has been checked. The thin sludge is passed to a filter comb press and thickened. The resultant filtrate is passed to the untreated water collecting station and discharged into the sewage system as described above. The resultant thick sludge is collected into containers and passed to a local waste disposal company for recycling, incineration or for use as landfill. 3 SU»EKOR DRUCKEREI GMBH & CO. KG Waste water that contains dyes is subject to a slightly different treatment process by the iron RI chloride being added to the treatment tank as a precipitation aid. The undissolved solid waste in the waste water flaw, which can settle as sedimentation, is filtered out of the waste water through the gravel filter fitted upstream of the selective exchanger. All filter systems (selective exchanger and gravel filter) can be regenerated through the use of appropriate chemicals and/or water. Per your request dated April 15, 1999 we have reviewed the site plan entitled, " Suddekor Printer GMBH & Co. KG, Bowles Road, Agawam, MA 01001, for Suddekor Printer GMBH & Co. KG, by Associated Builders, Inc., scale 1" = 60', dated April 24, 1999 " and we have the following comments: 1.) This site will require a Storm Drain Permit from the Department of Public Works. We have approved the submitted storm drain calculations but the permit will not be issued until the comments we made to the Conservation Commission on April 22, 1999 (attached) are resolved on the plans and in the design. 2.) The following note should be added to the plan, " Prior to any installation of any sewer, water or drainage lines, the contractor/owner shall contact the Town of Agawam's Engineering Division, 786-0400 x 275/8. No piping/appurtenances will be installed or backfilled without the permission of the division. " 3.) A Curb Cut Permit will be required by the Department of Public Works. 4.) AIthough it is mentioned on Sheet No. 7739 L-1, a Form A will have to be submitted to the Planning Board for review for the proposed combining of the two lots. 5.) A screening fence with gate should encompass the proposed concrete dumpster pad. 6.) If there is to be a sign on site, its location should be shown on the plan. 7.) Site Plan regulations call for the scale to be no smaller than 1"=50'. The scale on the r Page - 2 SP 324 Comment No. 7 cont. submitted plans is 1"= 60'. Our division does not have a problem with the submitted scale due to the fact that the area for this site is large and the plans are legible. 8.) The following address for this facility should be added to the submitted plans, 240 Bowles Road. • e 9.) The submitted layout of the eastern parking area and eastern driveway on the lighting plan (Sheet No. 7739 E1) does not agree with the layout of the eastern parking area and eastern driveway on Sheets 7739 Ll, 7739 L2, and 7739 L5. 10.) A spot grade should be added to the paved channel in between the proposed 194 contours on the proposed eastern driveway. We recommend that the rip-rap for the paved channels be labeled (or at least one, " typical 11.) The number of employees and the number of vehicles should be added to the plans so that we can verify the correct number of parking spaces have been included on the plans. 12.) The employee parking area, west of the proposed building, should have at least 24' aisles in the parking area to meet our parking standards. 13.) So there will be no concerns with the processed water, which is being created on site and discharged into the sanitary sewer system, we would like for the plans to comply with the Town's standards for sanitary sewer systems. Plans and design should be submitted for the sanitary sewer pre-treatment that will be located within the building. We will need to receive a copy of the application for a Industrial Pretreatment Program Permit and evidence of approval prior to our signing off on the building permit. Calculations should be submitted for the amount of sewage that will be discharged from the sanitary sewer system. A Sewer Extension Permit will need to be obtained (from MA DEP) if the flow is greater than 15,000 gpd. The detail for the sanitary sewer manhole should be changed so that it meets all of the requirements for sanitary sewer manholes. For example, it should include brick masonry for the shelf and inverts. The manhole cover should be 30" with a 30" manhole opening. The distance between proposed SMH #8 and SMH#9 is 591.00'. A maximum of only 300' separation is allowed between the proposed sanitary sewer manholes. The trench section detail should read that only 3/4" crushed stone should be used for the embedment material. 15.) The sidewalk detail shows that there is a difference of 6" above the parking area. The plan does not include a handicap ramp in the parking area. A detail of the handicap ramp is required and it should conform with the current AAB standards. 16.) We do not approve the M.J. shoe with retainer glands to be used for the hydrant. The hydrant should be restrained with a field-lok gasket. The proposed bends that are shown Page - 3 SP 324 Comment No. lb Cont. for the proposed water line shall be restrained with field-lok gaskets as well. A detail has been provided for the hydrant and the thrust restraints which should be included in the plans. We recommend that the proposed hydrant east of the building to be at least 40' away from the building. 17.) We received revisions for this site on May 5, 1999 at 4:20 PM. There is very little increase in run-off for the 2 and 10 year storms (post development) for this site. For 2 year post development the run-off increases 0.09 cfs and for 10 year post development run-off increases 0.09 cfs as well. This increase is very insignificant for such a large area.. The 100 year storm (post-development) discharge is less than the 100 storm (pre-development) event. The 2 and 10 year pre-development storms create little run-off due to the characteristics of the site. We approve the submitted calculations. In order to completely address drainage issues, all comments we made in our memo of April 22, 1999 (attached) must be resolved in the plans and design. The following note should be added to the plans: "Prior to commencing work activities, sedimentation/erosion control barriers shall be installed,maintained and shall not be removed until all work is complete and vegetation is established." 2.) In order to remove 25% of Total Suspended Solids by the means of Deep Sump Catch Basins they are required to have a 4' sumps. The detail for the Hooded Catch Basin should be changed to having a minimum 4' sump. 3.) Standard #4, removal of 80% Total Suspended Solids, is not being achieved in each process train for this site. The ran-off entering the detention area, which is being collected from the building's roof, is only receives 77% removal of the TSS load. The detention pond does not fit the description of an infiltration basin, it does however fit the description of an extended detention pond. 4.) The incorrect site location is shown on Figure 3. FIRM Floodplain Map, Agawam, Community Panel #250133 0002 A, 1978 in the submitted Notice of Intent. We agree this site is not in a floodplain. 5.) Rim and invert elevations should be included for all drainage structures on the submitted plan (catch basin and drywell). The invert elevation of the 8" A.D.S. overflow pipe entering the sediment forebay is 193.00'; run-off is being collected upstream of this invert by a leaching basin and a catch basin. The hooded catch basin has a rim elevation of less Page No.2 CC214 Comment No. 5 cont. than 193.00 and therefore, cannot drain to the sediment forebay. This portion of the drainage system for this site does not have positive outflow. The run-off collected in this catch basin would not reach the sediment forebay, this should be corrected. 6.) The proposed contours of the detention area do not agree with the proposed outlet structure. The outlet structure has an invert of 190.71' and there is a proposed 191.00' contour south of the invert. It is not clear if the outlet control structure has a top or if it is open. There should be a grate to cover the top of the structure mainly for safety and maintenance. 7.) So there are no concerns with the processed water, which is being created on site and discharged into the sanitary sewer system, we would like for the plans to comply with the Town's standards for sanitary sewer systems. The detail for the sanitary sewer manhole should be changed so that it meets all of the requirements for sanitary sewer manholes. For example, it should include brick masonry for the shelf and inverts. The manhole cover should be 30" with a 30" manhole opening. Proposed SMH No-9 should be relocated so that it does not cross the proposed water main west of the proposed building. 8.)
