Subject: Moreau Estates - Preliminary Subdivision Plans
Per your request of May 5, 1999, we have reviewed the mylar copies of the three sheets of
subject plans ( last revision - 4/8/99 ), to see if they are the correct ones for signing on the
Board's meeting of May 20, 1999. We have read the letter dated May 4, 1999, from the Board
to Thomas Russo, the Developer detailing the Board's decision on the application.
These plans are = the correct ones. There must have been a mix up in the originals.
The plans do not address:
1) The stockade fence mentioned in item 1 of the Board's letter,
2) are unclear regarding the hedge screen on the west.side,
3) do not show the 5 foot concrete walk along the south side of South Street,
4) lack the Board's waiver of the required 300' separating distance between intersecting
streets,
5) lack the connecting water main from the cul - de - sac to Cosgrove Street via the Town's
easement. it was our understanding that the Board supported this public health measure which
the DEP and EPA have been looking for in distribution systems.

At its duly called meeting held on April 22, 1999, the Agawam Planning Board voted to approve
the Preliminary Plan entitled "Preliminary Plan for Moreau Estates" prepared by Anderson
Associates and dated December 1998, revised April 8, 1999. In other business, the Board voted
to approve the following waivers:
l. Section 159-31C which requires a thirty (30) foot buffer to allow for the
installation of a six(6) foot stockade fence installed up off of the ground by three
(3) rails. The fence is to continue from the existing fence which runs along the
rear property line of houses# 12, #116, #26 and #36,Cosgrove Ave and extend to
the first major tree located on house #48 Cosgrove Ave. On the west side of the
proposed subdivision a row of 5'-6' hemlock or arborvitae, 6' on center, is to be
installed from the existing hedge row located on Lot'#37 Quail Hollow Road in a
southerly direction to the line indicating the 100' foot buffer as shown of the
Preliminary Plan.
2. Section 159-23A which requires that a concrete sidewalk be installed on both sides
of each street in a subdivision to allow for the construction of a 5' concrete
sidewalk on the south side of South Street from Cosgrove Avenue to Quail
Hollow Road and a 5' concrete on either the east or west side of Moreau Place
(developer's choice)to the beginning of the cul-de-sac.

Per your request dated March 30, 1999 we have reviewed the plan titled "Preliminary
Subdivision Plan for Moreau Estates, Prepared for Thomas Russo, Jr., 204 Suffield Street,
Agawam, MA, Date: December, 1998, Prepared by, Anderson Associates, 1130 Williams
Street, Longmeadow, MA, 01106" and have the following comments:
I. A "Notice of Intent" will be required which should include a detail of
erosion/sediment control barriers.
2. There are several trees located in the construction area which have a diameter
of 8" or greater at breast height, these should be labeled on the plan.
3. The minimum distance between adjacent parallel streets is three hundred (300)
feet at intersections. This provision includes streets on both sides of the street
intersected. A waiver will be needed for less than 300 foot separation between
the proposed street and any intersecting streets (Cosgrove St., Quail Hollow Rd.
and Oxford St.). All of these intersections should be shown on sheet I of 2.
4. There is an existing 30 ft wide sanitary sewer easement entering the site 326.58
ft to the north of the south west corner of the site. The easement continues
through the property, entering Cosgrove St., just south of Carolyn Thurston's
Property. This should be added to the plan.
5. The 5` wide sidewalk should be extended along the south side of South Street
from its intersection with Cosgrove Street to its intersection with Quail Hollow
Road. This will provide a safe path to the Clark School. All of the above should
be cement concrete walks.
6. In order to prevent a dead end in the water line, causing water quality
degradation, the eight inch water main is to be connected to the water main on
Cosgrove Street via the Town of Agawam's property located to the south of
Walter Blair's property. Size of this connector will be determined at the time
of submission of the Definitive Plans. Although this provision has been called
for on other subdivisions, communications with DEP indicate that this probably
will be a policy from here on. At the Definitive Plan stage, the sewer profile will
have to be designed to allow adequate cover at the south end, since there may
be an adverse road grade above the sewer.
7. A member from the Town ofAgawam's Engineering Division should be present
during test pit excavations and/or soil borings.
8. After submittal of storm drain permit application, determination will be made
regarding the need of detention basin. '

and have the following comments:
1. A "Notice of Intent" will be required which should include a detail of erosion/sediment
control barriers. An accurate check will be made to ensure that the volume of fill added
will be equal to the volume excavated on the land.
2. The proposed contours are missing from the plans. They should be added at 2 foot
intervals and continue 30 feet beyond the property lines.
3. The spot grades on the center line of the street need to be added. All intersections, high
spots and low spots should be properly labeled.
4. Minimum distance between adjacent parallel streets is three hundred (300) feet at
intersections. This provision includes streets on both sides of the street intersected. A
waiver will be needed for less than 300 foot separation between the proposed street and
any intersecting streets (Cosgrove St.,Quail Hollow Road and Oxford St.). Allof these
intersections should be shown on sheet 1 of 2.
5. All existing stone walls, fences , buildings, natural geologic elements, rock ridges,
outcroppings, and any trees with a diameter of 8" or greater at breast height are to be
shown and labeled.
6. The Town of Agawam property should be added to sheet 1. The property is located on
eastern border to the north of Arthur Gage's property (approx. 50 ft wide).

SUBJECT: KATY ESTATES &MOREAU ESTATES
DATE: MARCH 17, 1999.
The Planning Office received a telephone call from an abutter to the proposed Moreau Estates
subdivision on March 16'. The abutter said that Mr. Russo has clearing the entire project site.
Mr. Russo has no permits to commence construction. He has only filed a Preliminary Subdivision
Plan, but will not go before the Planning Board until tomorrow. Also, he does not have an Order
of Conditions from the Conservation Commission. He has not even filed his NOI.
Today, the Planning Office received a telephone call from Dotty Brown, abutter to the Katy
Estates subdivision on North West Street. She indicated that Mr. Fitzgerald is working in the
buffer area and that no DEP sign is up.
The Planning Office would appreciate someone from your staff visiting both of these site as soon
as possible and reporting what is observed.

1. INTRODUCTION
The Town of Agawam Planning Board Rules and Regulations require that an
Environmental Study be prepared and Submitted with the filling of a Preliminary Subdivision plan.
The current proposal for the creation of a six lot subdivision oft South Street in Agawam,
Massachusetts, requires such a study. Thus Mr. Russo the applicant , is submitting this
Environmental Study which describes the impact upon the physical environment of the proposed
use required per Article 3 . 159-6.C,1-3 of the Rules and Regulations of the Agawam Planning
Board. In this study, we have addressed the concerns noted in Article 3, of the Rules and
Regulations relating to ; protection of wetlands , water courses, topography
drainage,vegetation,wildlife,asthethics,easements,traffic,solid waste, air and water quality,
hazardous substance control,historic and archealogical preservation, recreation, as well as the
Town's Master Plan.
A. Master Plan
The Town of Agawam's Master Plan was prepared by Brown, Donald and Donald
in 1976. In relation to the current subdivision proposal, it is consistent with the contents of the
Master flan.
B. Zoning
The parcel contains two zones for the site and they are Agriculture and Residence A-2.
C. Uses and Controls
The proposed use is consistent with the existing Master Plan and falls within the lot size
limits for the Agriculture and Residence A-2 zones.
Ill. EXISTING MINDITIONS
A. Topggranhy
The site slopes from South Street southerly to the end of the property. Approximately
94% Of this site is of flat gradient.
B. Water Jable
The water on average is below 6' in depth and remains consistant throughout the site.
C. Draj]a Fq� eature_s
Currently the site runoff travels via overland flow to a brook located in the middle of the
proposed site to Worthington Brook to Four Mile Brook and eventually to the Connecticut River.
D. Natural Geological Elements
The soils on the site are identified as follows:
MeA - Merrimac sandy loam 0 -3%slopes
Ru - Rumney sandy loam 0-3%slopes
By US Soil Conservation Service in their Soil Survey of Hampden County, Mass-Central
Part. The MeA soil complex has few limitations for most urban uses.While the Ru soil complex is
limited in use.
E. Vecietafion
The site is abandoned field.
F. Wfldfite Habitat
The wildlife habitat on the site is limited due to the lack of diversity in the plant life. During
our investigation of the site in December 1998. we observed evidence of common song birds and
a few small mammals.
G. Scenic QualmW_
The scenic quality of the parcel is good due to the fact the developer plans on only clearing
those areas that are necessary for road construction and residences.
IV. PROPOSED_DEVELOPMENTJMPACTS
The topography, soil, geological setting, vegetation and lack of significance wildlife habitat
all lend themselves to the proposed use as a housing subdivision. The subdivision will require the
installation of sewer, water and storm water systems. The site is serviced by Town water and
sewer. Storm water will be addressed when the definitive plans are submitted with an on site
level spreader retention system with overflow control features.
It is expected that the visual quality of the land will be enhanced by the creation of a well
planned and implemented residential area with appropriate landscaping which will include lawns,
shrubs, and shade trees.
The Traffic generated by a six lot subdivision is not expected to have an appreciable impact on
South Street or on adjacent arteries. The close proximity of Suffield Street will relieve most of the
potential traffic increases.

We do not anticipate any negative solid waste, air, water, radiation, hazardous substance,
historic architectural, archealogical or outdoor recreational impacts due to the proposed
development.
The applicant will be filing a Notice of Intent under M.G.L. Chapter 131, section 40 with the
Agawam Conservation Commission since the retention level spreader in near an area of concern.
V. SUMMABY
The site is suitable for a housing subdivision and will fit in quite nicely with the existing
subdivisions neighboring the site.
A wetland Notice of Intent will be filed with the Agawam Conservation Commission for
the detention design; however no major concerns are anticipated.
