We have reviewed the submitted plans entitled, " The Commonwealth of Massachusetts,
Premier Parks Incorporated, Main Street - Route 159, in the Town of Agawam, Hampden County,
100% submission, By vanasse Hangen Brustlin, Inc., Scale 1" = 40', dated February 22, 1999,
with revisions to Sheet 4 of 7 and Sheet 6 of 7 - no revision dates", which our division rec 'ved
on March 12, 1999, and have the following comments:
1.) The manner of submitting proposals for all Riverside projects makes it difficult to r iew
them. For example, the Main Street widening plan (Route 159 - Improvements), which
was recently revised, should be reviewed in the context of the 'Tram Area / Pick-up and
Drop-off Plan" which was voted upon on March 18, 1999. The submitted plans for the
Improvement of Route 159 (Main Street) do not agree with the addition of the "Tram Area
/ Pick-up and Drop-off Area Plan." There is no reference to any capacity analysis for this
area, but it does appear that there will be conflicts with the Western Parking Access Drive
traffic heading southbound on Main Street with the traffic exiting the Tram Area, heading
northbound especially since the former will be accelerating to merge with Main Street
traffic. Also, depending on traffic volumes, the "Pick-up / Drop-off Area" traffic re-
entering Main Street, northbound, may experience difficulty with successive maneuvering
to cross the Main Street southbound traffic, merge with Main Street northbound traffic and
then immediately proceed through the intersection with the Western Parking Access Drive
entrance. Further, there is no analysis of alternatives to the proposed plans ("Tram Area
/ Pick-up and Drop-off Plan"and the "Improvements of Route 159 - Main Street Plan"),
or comprehensive plan showing traffic volumes, pertinent to these problem areas (an
example would be a "right only" exit from the Tram Area).

2.) The revised Sheets, Sheet 4 of 7 and Sheet 6 of 7, incorrectly still show the Pick-Up and
Drop-off Area on the eastside of Main Street (Route 159), this should be corrected.
3.) Pavement markings along Main Street (Route 159) should be changed to incorporate the
addition of the Pick-up and Drop-off Area located approximately +/- 250 south of the
Western Parking Access Drive. The curb cut submitted on the revised Sheet 4 of 7 and
revised Sheet 6 of 7 does not agree with the plan that was submitted for the "Tram Area
/ Pick-up and Drop-off Area Plan."
4.) The submitted plan does not include any sidewalks along the entire length of Riverside's
frontage. We recommend that sidewalks be added to the improvements of Route 159
(Main St.) on both sides of Route 159 (Main St.).
5.) According to the Manual on Uniform Traffic Control Devices for Streets and Highways
pavement edge lines (SWEL) are required on all rural multi-lane highways. A SWEL
should be added to the west side of Main Street (Route 159), from the intersection of Main
St.(Route 159) and South.Street to the intersection of Main Street (Route 159) and Western
Parking Access Drive. We recommend widening the pavement for this right turn lane to
provide a minimum of a 10' lane plus a 1' shoulder beyond the SWEL.
6.) It is obvious from the Traffic Study by Purcell Associates dated September 1998 and the
traffic problems along Route 159 (Main St.), experienced in the summer of 1998, that
traffic (heading southbound) is a concern on Route 159 (Main St.). Purcell Associates
recommended geometric improvements to the intersections of Route 159 (Main St.) and
School Street, Route 159 and Elm/Elbert Streets, and also Route 159 and River Road.
This concern was not addressed in this submittal and should not be overlooked.
7.) The widening of the west side of Main Street (Roue 159) from Station 178+46.03 to
Station 189+18.52 will increase the amount of impervious area. This area is in the
proximity of the riparian boundary of Fourmile Brook. The overlay, although it is not
creating additional impervious area, is well within the riparian boundary. The additional
run-off that is being created will be entering catch basin's (State's drainage system) along
west side of Main Street (Route 159). It is important to identify where the catch basin's
point of discharge is located. We understand that there has been a request for a
determination of applicability for this project. The Conservation Commission will decide
whether or not a Notice of Intent is needed and if in fact a Notice of Intent will be
required, then a Stormwater Management Policy Form will also have to be filled out. This
project would probably be considered a Redevelopment Project and BMP's would have
to be implemented to the extent practical.
8.) The submitted plans do not include widening the State's Highway Layout for Route 159
(Main St.). E. Ricker Smiley, Districts Projects Engineer, of the Massachusetts Highway
Department sent an interoffice correspondence to Richard A. Barber, District Project

Comment No. 8 cant.
Development Engineer, of the Massachusetts Highway Department regarding widening the
layout near +/- Stations 182+00 and 187+00 on the western side of Main Street (Route
159).
9.) Timothy Meyer, District Permit Engineer, of the Massachusetts Highway Department sent
an interoffice correspondence to Richard A. Barber, District Project Development
Engineer, of the Massachusetts Highway Department regarding consolidating three
driveways along the east side of Route 159 (Main St.) around +/- Station 184+00. The
three driveways still exist on the submitted plans.
10.) A detour, if necessary, can be implemented during the construction of this project.
Vehicles can travel eastbound and westbound on South Street in Agawam, MA,
northbound and southbound on Suffield Street (Route 75), and eastbound and westbound
on Hickory Street in Suffield, CT to avoid the construction of this project.

addressed the plans will be acceptable for submission for permit issuance.
Included in our review were revised sheets four(4) and six (6)received on March 11, 1999.
The revision on these sheets were found to be acceptable and appear to allow for the
retaining of the utility pole immediately south of the new western parking access drive.
It is requested that a meeting with the Town's Engineering Department and all other
interested parties be scheduled to discuss the Town's proposed water main installation on
Route 159 and to determine an appropriate construction schedule.

Revisions were made to the proposed width of roadway widening south of the Westem Parking

(4) and six(6)to substitute for the previous plan sheets of the same number submitted on
February 19,1999 as part of the 75/100%submission.
Based on discussions with representatives of your staff, the limits of roadway widening have
been modified south of the Western Parking Access Drive to retain the location of two existing
utility poles. The poles would present a hardship to Mass Electric if relocation is required for
these imminent roadway improvements. It is expected that these poles would be relocated next
year,depending on the approved roadway design,if/when the full roadway and park build-out
is accomplished. Please substitute the enclosed two(2)copies of the revised plans.

We have received your correspondence concerning plans for the improvement of Route 159
in the area of Riverside Park.
The 25% completion plans were received in the District on January 22, 1999. According to
V.H.B., Inc. these plans were also forwarded to the Town for review.
As is District policy comments were made on this submission without requiring a meeting
with the consultant. District comments were forwarded to V.H.B. on February 8, 1999. At
the request of Deborah Dachos copies of the District's comments were also forwarded to
the Town.
The District has recently received 75% plans and is in the process of reviewing this
submission. V.H.B. has also indicated that the 75% plans were sent to the Town and that
the roadwork has been discussed with the Town's Engineering Department to incorporate
the Town's desire to install a water main along this section of Route 159.
Based on these facts we respectfully disagree with your assessment that no attempt has been
made to involve the Town in the review of the proposed Main Street improvements. It is
suggested that once the Town reviews the 75% submission a meeting be scheduled to
discuss both the proposed roadway work and the Town's water installation.

As you are aware, Vanasse Hangen Brustlin, Inc. (VHB), on behalf of Premier Parks, has
submitted to your office 25% design plans for improvements to Route 159 in the area of Riverside
Park. The District 2 office has reviewed these plans and provided VHB with comments on February
8, 1999. On January 13, 1999, I met with Dick Barber of your staff to discuss this project. Also in
attendance was Representative Daniel Keenan and Rosemarie Sandlin of Senator Linda Melconian's
staff.
During the January 13'h meeting, it was agreed that Agawam professional staff would be
invited to the meeting at which time the 25% design would be presented. This would enable to the
Town to provide input regarding the proposed design. I have been informed that no attempt has been
made to involve the Town of Agawam is in the review of the proposed Main Street improvements.
I request, once again, that Agawam representatives be informed of the next meeting regarding

be one of the biggest problems with maintaining traffic flow. There were also questions with the
proposed "coning" plan and State Highway's support for the same.
In general, it was agreed that the Town should be involved in the further refinement of the
improvement plans. We would recommend that the Town request that Agawam representatives be
included in any future meetings that are held by the State Highway Department.

This is in regards to the meeting of February 25, 1999 about expansion plans for Riverside Park.
In particular I am concerned about the pick up/drop off area still being located on the east side of
Main Street. This has been a source of problems relating to traffic and pedestrian safety.
(1) The pick up/ drop off area is not large enough to accommodate the volume of vehicles that
must enter to either pick up or drop off. This is especially acute in the evening hours when
parents are picking up their children(employees or patrons). The parents park and wait for their
children and quickly use up the available parking. The other parents park in the breakdown lanes
on Main Street and obstruct the view of pedestrians crossing the street. Due to the volume of cars
it is impossible for a traffic officer to move these cars along.
(2) The persons waiting to get picked up become a problem as they move about into the roadway
and do not wait for the traffic officer to stop traffic to allow safe passage. At times the number of
people waiting can be a hundred or more. Most of these persons are teenagers or young adults
and the nix is park employees and patrons.
(3) The predominate traffic flow to enter the park is southbound and it must make a left turn
against the flow of traffic to get into the pick up/ drop off area. This contributes to a back up of
traffic on Main Street.
(4) This area has been the site of motor vehicle accidents and several years ago an officer on a
motorcycle was struck by a vehicle at this site.
I strongly recommend the pick up/drop off area be placed on the west side of Main Street as
soon as possible. This will allow the southbound traffic to flow into the parking area without
disrupting northbound traffic. A fence or barrier is needed to prevent pedestrians from crossing
Main Street but will funnel pedestrian foot traffic over the overpass bridge and allow them to be
picked up on the west side. More parking is available and the parents or motorists who pick up
their passengers will not be motivated to park in the breakdown lanes.

All accesses should be clearly signed to avoid any confusion as to what they are. This
signing should be located within private properly our sign policy does not allow it within the
layout.
The drives on the westerly side of the highway should also be brought into conformance with
Department standards, as necessary.
The proponent should apply for a new permit, in order to separate these highway improvements
a:roin the pedestrian bridge work.
