In a letter sent to me granting them this approval of a trucking terminal is paragraph number nine, I quote below. "The petitioners usual hours of operations sbaIL-he 7:00 a.m. tq 7 p.m. Monday thru Friday. The petitioner is allowed a maximum of two (2) trailer trips during off hours, including weekends,except during the last week of June and the last week of September when there will be a maximum of six (6) trailer trips". Look at the daily log sheets which are attached to this letter and explain why so man trailers are leaving and arriving so early in the morning and also why when the last time listed above is 7:00 p.m,, and in the daily logs you will see some are coming later than this. We have been awaken from sleep on each and every night that I have listed in the daily logs, The noise and vibration from trailers leaving and entering can be heard and felt within my home. I live right across the street from the driveway where all trailers must either enter or go out. We hear the gears being shifted, brakes making noises as they slow down to make the turn either in or going out onto Silver Street. At this time in the morning when it is quiet the noise can be heard, especially when windows are open. If the hours are 7:00 a.m. - 7:00 p.m. Monday thru Friday, this company must be made to abide by the rules. I would appreciate a response to this matter as soon as possible. All in-ground utilities with respect to Engineering (water, drainage, sanitary sewer) have been inspected in their entire ty and have passed inspection. 2. Chlorination of the water main has been perfbrmed and this main has been passed fbr potability requirements. 3. Testing of the water and sanitary sewer main has been completed with both systems passing. 4. Surface improvements (landscaping, curbing, loaming & seeding, top and base coat bituminous concrete, strip ing/sig nage, cleanup, etc.) are not complete. 5. The Site Plan for this site, approved on November 21, 1999, called for all drainage to be SDR 35 PVC and you noted that you wished to use corrugated polyethylene pipe, instead. I said that we allow such alternate, approved on a site specific basis and that when we allow it, we require that the corrugated polyethylene pipe (conforming to AASHTO M294)have a smooth interior polyethylene liner and be provided with bell and spigot joints similar to Hancor TiteLine or"Shur Lock" ( bands as couplings are not allowed). The above are the materials used by the Agawam Public Works Department and provide a superior product, thus helping to reduce future complaints from tenants as well as the general public. With this letter I am submitting to you three copies of the revised site plans as prepared by D. L. Bean, Inc., dated July 21, 1999, revised September 15, 1999. In response to the comments from the Engineering Department issued August 5, D. L. Bean has added the additional notes as requested. A Notice of Intent was filed and an Order of Conditions was issued September 23 and recorded with the Hampden County Registry of Deeds October 22. A storm drain permit was issued September 24. All of the other necessary permits have been applied for at the DPW. The necessary plans were sent to Tennessee Gas, and a letter of approval was issued August 18. Also enclosed are cut sheets on the proposed light poles and building wall packs. Site Plan Review Page 2 Description of Site: Site is 36.82 acres in size and is located off of Silver Street. The majority of the acreage is located behind #295, #307 and #325 Silver Street with access being provide via a 60' strip to Silver Street. The Planning Board approved a Definitive Subdivision Plan for this site on July 17, 1997 and the Conservation Commission issued an Order of Conditions on July 31, 1997. Since the plan has changed and the Wetlands Protection Act contains new provision, a new filing with the Conservation Commission will be necessary. Provision for Traffic Flow: Vehicles enter the site by way of a 34' curbcut which decrease to 24' approximately 100' into the site. The proposed driveway is approximately 440' long. Parking: A number of different parking areas are provided. The driver parking area is located closest to Silver Street, is paved and consists of 40 spaces. Just south of this parking lot on the same side of the driveway is a 40 space parking lot for tractors. Across the driveway, adjacent to the building is an employee and visitor parking lot of 29 spaces (2 handicapped). To the south of the building is an approximately 3.44 acre gravel parking area for trailers- The petitioner should provide information regarding their present employment (i.e., number of truck drivers, other employee, number of trucks owned). Drainage: Drainage must be approved by the DPW and the Conservation Commission. Public Utilities: See Engineering comments, Land scapi ng/Sc reeni ng and Buffers: Additional landscaping will be required for this site. The plan shows a 130' X 360' trailer staging area located on the west side of the site, visible from Silver Street. This area must be screened from Silver Street. The trailer parking area should be screened on the north side with a variety of trees (both evergreen and deciduous) which will eventually mature and create an opaque screen shielding this area from the view of the abutters. The tractor area should also be screened. A combination of fencing and living screens could be used. The purpose of the screening in this area, as well as the others, is to screen the view of the trucks from the residential properties across the street. Also in a correspondence from Randy Conklin to the Board of Appeals, it is mentioned that "the access driveway will be tastefully landscaped as will the property lines that face Silver Street to screen those areas from the street. This has not been shown on the plan. The following landscape note must be placed on the plan: "All plantings must be maintained and that portion of the public way abutting the parcel and including the treebelt shall be maintained in a safe and attractive condition by the owner of the parcel". Lighting: There are street lights within close proximity of the proposed driveway. There is one street light directly across the street from the driveway. There is another street light appr. 100 feet east of the driveway. There is another street light appr. 150 feet west of the driveway. There is private lighting in the area from other businesses and houses. Traffic Controls:None present. Sidewalks: There is a sidewalk located on the south side of Silver Street which is the same side as the proposed terminal. School Zones: Agawam High School and Perry Lane Nursery School are both located within a mile of this site, Playgrounds: Agawam High School and Perry Lane Park are both located within a mile of this site, Parking: The site plan calls for 69 parking spaces with 2 Handicapped parking spaces. This is not in compliance with the Town Code on Handicapped parking. SYNOPSIS Peak run-off for entire site remained the same from the existing to proposed conditions. Volume of run-off increased in the proposed condition and the difference in acre feet was the design parameter for the Detention Basins. Because there are two separate drainage areas, two basins were designed. The basins are oversized and may accommodate more impervious cover for future development. Normal outletting of the basins was based on the existing flows from a 5 year storm event. Water levels will have to reach 1. 65 feet & 0. 90 feet in the north & south basins respectively, in order to achieve these flows. ' Lower Water levels will have less than the 5 year flow. overflow outletting was based on the 100 year existing flows for each drainage area. An emergency spillway is designed at 0 . 25 feet above the overflow outlet and is 0 . 25 feet below the free-board of the basins. Safety factors incorporated into this design are first, that the entire roof areas, which were included in the overall calculations, will be discharged into sub-surface leaching systems that are designed for a 100 year storm. Second, we have incorporated another basin for the purpose of sediment and pollution control as well as recharge, in accordance with Best Management Practices per DEP policy guides. This total area was also included in the overall calculations as well as more than 4 acres that will flow into it. A fail-safe leaching structure is positioned in this retention basin for discharge to unfrozen earth during the winter months. The rim is set one foot above the basin grade to allow settlement of suspended solids. Depending on the sediment load, a more rigorous once monthly sweeping program may be necessary. A regular sweeping program will decrease sediment and debris loading of the catch basin sumps and riprap sediment traps; greatly simplifying the maintenance of these structures. Rip rap sediment trap: The traps should be inspected monthly and cleaned four times per year. All sediments and hydrocarbons should be handled properly and disposed in accordance with local, state, and federal guidelines and regulations. Additionally inspection should be scheduled during the first few months to make sure the vegetation becomes adequately established. Repairs and reseeding should be done as necessary. Swales should be mowed at least once per year to control woody vegetation. Grass clippings should be removed from the swale, The grass must not be cut too often or shorter than four inches in order to maintain the effectiveness of the swale. Sediment and debris should be removed manually, at least once per year, before the vegetation is adversely impacted. Care should be taken to protect ...later quality swales from snow removal and disposal practices and from off street parking impacts. Detention basins: The detention basins should be inspected at least once a year to ensure proper operation of the basin flow structures. Insuections should occur during wet weather to determine if the basin is meeting the design detention times.
