Subject: Allen Lawnmower - CC 217 - Riverbank Outfall
The following is an update for the above referenced project:
To date, the proposed reconstruction of the 12" riverbank outfall remains to be completed.
This outfall is an extension of the storm drain line that exits from the existing catch basin at the
North end of the Allen Lawnmower property and drains to the Westfield River. The new
construction of this outfall is an integral part of the drainage scheme. The overall plan is to
prevent further erosion of the riverbank and also to preserve the stability of the Towns' new
interceptor sewer, which has been laid above the this existing 12" storm drain in the vicinity of
the outfall.

to make the following recommendation.
The manhole labeled "c" at the base of the river bank should show the incoming pipe at 18"
higher than the manhole bottom. This would provide more energy dissipation and would reduce
excavation.

the following comments:
1.) We have not received any response from the developer or the engineer regarding our
previous memorandum to the Planning Board dated September 21, 1999. We still have
concerns regarding the outfall to the Westfield River (Comments No. 5, 6, 7 and 9 still
apply). A copy of our Memorandum to the Planning Board dated September 21, 1999 is
attached. We cannot express approval of this plan.
2.) There are inconsistencies with the submitted plans. The invert elevations on sheets "Drain
Outfall" and Sheet L1 differ, +/- 73.0' and 72.0', respectively, for the existing catch basin in
the northwest corner of the property. The foot print of the proposed addition on the sheet
labeled,"Drain Outfall," should be changed to match the footprints of Sheets 2 and L1.
3.) The block and rip-rap energy dissipator is satisfactory, but the ADS pipe and flared end
should be replaced with substantial flood,etc. resistant materials such as concrete (RCP)and
a drain manhole at the bottom. We believe a long term solution would thus be achieved.

Outfall,#197 Main Street,Agawam,Massachusetts,Allen Lawnmower-(McLean Realty Co.),by

following comments:
1.) The following note should be included on the plan,"Prior to any installation of any sewer,. _..
water or drainage lines, the. contractor/owner shall contact the Town of Agawam's
Engineering Division, 786-0400 x 275/8. No piping/appurtenances will be installed or
backfilled without the permission of the division."
2.) The location of the existing dumpster area is being removed, if there is to be a proposed
dumpster area, than it should be shown on the plan and enclosed by a screening fence.
3.) The proposed exterior lighting mentioned should be included in the plans.
4.) If there is going to be any proposed landscaping that will be planted around the proposed
addition it should be shown and labeled on the plans
5.) A Storm Drain Permit will be required for this site.
6.) We appreciate the difficulty of designing the outfall pipe so as to be resistant to floodway
damage and yet be practical to build on steep river banks. We request that the designer meet
with us to discuss this project.
7.) A manhole should be built at the end of the proposed piping leading to the river which will
ensure that the pipe will be stabilized. A detail should be provided for all proposed drain
manholes.
&) The proposed outlet could be changed to a poured concrete stilling basin with an inside width
of at least 2.5 feet. The designer should contact our office to further discuss and resolve the
design of the stilling basin.
9.) A drain easement will have to be granted from H.P. Hood& Sons, Inc. for the proposed -
drainage. This easement should be added to the play
10.) The submitted plans are not consistent with one another. The proposed addition to the
building on the sheets labeled, •Drain Outfafl(Ar and °Site Plan-Existing(2),"the foot
prints are(100'x92)and(102'x 95)respectively,which are larger than the proposed addition - = _
on the sheet labeled, "Site Plan(L1),'in which the foot print is(100'x 74). Sheet L1 has
a finished floor elevation of 80.78' while the catch basins that are within the property have _
rim elevations ranging from 93' to 98. The structure elevations on this sheet should be
corrected to match the elevations that are submitted on sheets A and 2. The existing building
on sheet L 1 is 9' longer than the existing building on sheet 2. On Sheet 2, the catch basin
that is in the northwest comer of the property does not include an invert elevation, on sheet
A the catch basin has an invert elevation of 73.0+/-. The catch basin upstream has an
elevation of 72.95' for its outlet. According to the plans the pipe does not have positive
outflow, while sheet A has it drawn with positive outflow. This should be corrected.
Furthermore the submitted plans should consistently work with each other and all contain
the same information.

The Board of Appeals conducted a public hearing and meeting on July 22, 1999 at the Agawam
Middle School Cafeteria, 68 Main Street, Agawam, MA for all parties interested in the appeal of
McLean Realty, which is seeking a Special Permit in accordance with Section 180-7 of the Zoning
Ordinances, which would allow for the construction of an addition at the premises identified as
197 Main Street.
After the public hearing and after a thorough review of the facts presented at the public hearing
and individual "on-site" inspections, the Agawam Board of Appeals made the following findings:
l. The subject property is located in an area of Town zoned Industrial A.
2. The subject property consists of a commercial structure housing a lawncare
equipment business which was built in 1971.
3. The petitioner proposes to construct an approximately 100 ft. x 75 ft. addition
which will result in a structure occupying 48% of the lot area.
4. Section 180-57, Paragraph B of the Zoning Ordinances requires a minimum of
twenty-five (25 ft.) for side yards.
5. The proposed addition will have a side yard of five(5 ft.) feet, the same side yard
that currently exists at the subject property along its southerly lot line.
6. A memo from James Daley, Agawam Town Engineer, dated July 20, 1999 was
submitted to this Board.
}
7. There was no opposition expressed at the public hearing or presented to this Board
in writing.
8. This Board has found that the specific site is an appropriate location for such a
use.

9. The proposed use, subject to the conditions set forth herein, will not adversely
affect the health, safety or property values of the neighborhood.
10. The Board is of the opinion that, subject to the conditions set forth herein,
adequate and appropriate facilities and controls can be imposed for the safe
operation of this proposed use.
Based on its findings, the Board is of the opinion that the requested relief is within the authority of
the Board of Appeals to grant a Special Permit as stated under Section 180-7 of the Zoning
Ordinances.
Therefore, by the unanimous vote of this three members, the Board of Appeals grants the Special
Permit subject to the following conditions:
l. The petitioner shall construct the proposed addition in accordance with the plan
entitled"Allen Lawnmower, revised July 21, 1999" and signed by the members of
this Board.
2. The addition shall not have any greater an encroachment along the southerly lot
line than that which already exists.
3. The proposed additiond shall meet all other building and zoning requirements.
4. The petitioner must receive approval from the Agawam Conservation Commission.
5. The petitioner must receive approval from the Agawam Planning Board.
6. The petitioner must receive approval from the Agawam Engineering Department.
7. All lighting shall be placed so as not to stray beyond the boundaries of the subject
property.
8. The petitioner shall record with the Hampden County Registry of Deeds a"Notice
of Special Permit" farm, which shall be provided by this Board and proof of said
filing must be submitted to this Board and the Inspector of Buildings.
9. This Special Permit shall become null and void if construction does not commence

10.) The submitted plans are not consistent with one another. The proposed addition to the
building on the sheets labeled, "Drain Outfall (A)" and "Site Plan - Existing (2)," the foot
prints are(100'x92')and(102'x 95')respectively,which are larger than the proposed addition
on the sheet labeled, "Site Plan(L I)," in which the foot print is (100' x 74'). Sheet L I has
a finished floor elevation of 80.78' while the catch basins that are within the property have
rim elevations ranging from 93' to 98'. The structure elevations on this sheet should be
corrected to match the elevations that are submitted on sheets A and 2. The existing building
on sheet LI is 9' longer than the existing building on sheet 2. On Sheet 2, the catch basin
that is in the northwest corner of the property does not include an invert elevation, on sheet
A the catch basin has an invert elevation of 73.0+/-. The catch basin upstream has an
elevation of 72.95' for its outlet. According to the plans the pipe does not have positive
outflow, while sheet A has it drawn with positive outflow. This should be corrected.
Furthermore the submitted plans should consistently work with each other and all contain
the same information.
