The Planning Office is in receipt of a letter from Thomas Longtin, 21 Ridgeway Drive, regarding the
Swiss Club. The Swiss Club property is located at 698 North Street and is approximately 9.2 acres
in size. The property abuts Nolan Lane to the north and Robinson State Park to the east. The
property has not been used for recreational purposes for many years.
On September 16, 1999, the Planning Board received a Preliminary Subdivision Plan for this property
showing an over length 1,042'+/- dead-end street and twelve (12) single family lots. The applicant,
Regal Homes and Development Corporation, has an option on the land. The property is assessed at
S83,900.
During the review of the Preliminary Plan, a number of issues surfaced which resulted in the applicant
withdrawing the application without prejudice. The two most significant issues were the over length
street and concerns that Robinson State Park raised over drainage. It is anticipated that the plan will
be resubmitted at a later date.

I am requesting that the town look into the matter77
of
purchasing approximately nine to ten acres of land or secure
by eminent domain if need be. The land that I refer to is
located on the northerly aide of North St. , westerly of Nolan
Lane. Presently the property is owned by the Springfield Swiss
Club. The land borders Robinson State Park and acts as a
excellent buffer zone for the town and the park.
Agawam has changed dramatically over the last decade.
Building is rampant, roads and intersections are congested,
and the quality of life in Agawam seems to be decreasing. There
is still time to preserve what land we have left.
Your work in the acquisition regarding the Tackahoe Turf
Farm by the town was truly a move in the right direction. Time
will prove that you were right!
Your attention to this matter would be greatly appreciated.

Per your request received on September 21, 1999, we started immediate review of subject
preliminary plan so as to be ready for the Planning Board meeting of September 30, 1999.
Waivers
Requested waivers included allowing 1000' of road with one access and allowing less
than 300' separation between streets. A more exact description of the resulting street
layout as proposed, would be "starting at Nolan Lane, traveling westward; a separation
of 80', followed by Ridgeway Drive; a separation of 260', followed by proposed
subdivision street; a separation of 140', followed by Wilbert Terrace. There will be a
succession of intersections of short spacing, alternating left and right, occurring in an
area with limited sight distance. Such a situation will be demanding on a driver's
alertness and caution.
Traffic
The present traffic on North Street is approximately 2700 vehicles per day and the
amount added by the proposed subdivision will be 100, neither of which will stress the
road's capacity. Sight distances should be more thoroughly evaluated, particularly from
the proposed street to a po' west of Wilbert Terrace. A new plan/profile of North

street with North Street, should be evaluated at the time of Definitive Plan submission and an
existing 36" oak tree fronting on North Street should be evaluated with respect to sight
obstruction as well. Brush clearing along North Street near the subdivision road will be
required.
Sewage disposal
This proposal involves sewering approximately six to eight lots in the front to an existing
8"sewer near the proposed intersection of the subdivision street with North Street. The
remaining lots are proposed to be served by septic tanks. Subject to approval by DPW and the
Health Department, this arrangement will be satisfactory. After definitive plans are initiated,
the Developer might choose to examine economic feasibility of an alternate sewer layout that
would avoid deep excavation and construction in North Street. If such a sewer would reduce
the total length of sewer with low flow (at beginning end ), then DPW may be in favor of it.
Water supply
Except as noted below, the preliminary water layout is satisfactory. The proposed street, being
dead ended, results in a dead ended water main, contrary to DPW's goal of avoiding them
because of public health concerns. We request that the developer provide plans of a water main
connecting the proposed 8" water with the existing water main in Nolan Lane, located east of
the subdivision street. This connecting 6" or 8" water main would be located in the Springfield
water transmission right of way, between lots 5 and 7.
Plans of the Springfield transmission main can be obtained from Jim Buckey of the
Engineering Department at Springfield City Hall Annex. Depths and stations of all water mains
along the right of way should be shown. We will submit these plans to Springfield for their
review.
Drainage
The topography of the subdivision site is a long ridge running in the direction of the proposed
street, with ground sloping away from the street each side. For the full length of the street,
care in grading will be needed to avoid discharge of excessive water on to adjoining property.
Further detail of the discharge of the storm water on lots 5 and 6, would be helpful.

there is only 425 ' more or less between Ridgeway Drive and
Wilbert Terrace.
EXISTING CONDITIONS:
This property shown on the Preliminary Plan is at present
undeveloped. The majority of the property is zoned agriculture.
The front 200 ' which abuts North street is Zoned Res A-2. The soil
conservation maps indicate a mixture of Agawam and Merrimack soils
at various slopes. The property to the east has been developed
within the last 12 years. The property to the north and west is
owned by the Commonwealth of Massachusetts. All municipal services
are available to the site from North Street. Lots 15 and #6 will
have on site sewer systems since these lots cannot gravity into the
proposed sewer line. There is no indications of historic nor
archaeologic areas within this site.
PROPOSED DEVELOPMENT:
The proposal is the creation of a new road and ten lots. A
retention area with a level lip spreader is proposed at the
northerly end of the project to handle any on site roadway storm
water. The municipal sanitary sewer will be utilized for 8 lots
with the 2 northerly lots utilizing on site septic systems.
CONCERNS:
We have no major concerns on this site since the existing
grades are relatively flat on 90% of the site. The rear two houses
will be built on the southerly portions of the lots. We anticipate
no significant changes to accommodate these proposed lots.
CONCLUSIONS:
In conclusion, the proposal will allow the owners to utilize
their land. This proposal should create no adverse affects on the
f, neighborhood or environment.

To date nothing has been received from the DPW on drainage ,
however all other- items were noted on the plans. There was
discussion that on the plans they have indicated there will be
two way traffic on 19' wide pavement. The Board discussed
that there will have to be a minimum of 24' for two way
traffic , if the petitioner wishes to leave it at 13, the Board
will only allow one way traffic . The Board was also concerned
that the DPW had not approved the drainage.
Motion was made by Mr. Ellis and seconded by Mr . Shibley to
table this item until the nest meeting , so the Beard can get
some indication from the DPW on the drainage, and what the
petitioner wants to do with the traffic flow.

PRELIMINARY PLAN - Wys i k
Mr. Wysik: , the land owner , and Mr. r=oresi , the engineer, were
present. Mr. Wysik: stated to the Board that they had
incorporated into the plan the items that had been on the
punch list from the Engineering Department. The Engineering
Department has not yet come up with an answer to whether or
not the sewer can handle this development, however- the
Engineering Department is supposed to have an answer next
week . This leaves the issue of the 92f'?`• road . Mr. Wysik
stated to the Board that the length of the road is necessary
to reach the land on the north side of the City of
Springfield ' s water line. This land is currently landlocked ,
a hardship which was created when the taKing was made for the
water line by the City of 5poringfield Water- Department , The
longer- road would correct this hardship by providing frontage
to the land . An easement to build the rusd would still have
to he obtained from the City of Springfield . The lots have
been roads_ larger- than what is required by the Zoning Bylaws.
Mr. Wysik. felt that this is the highest and best use of the
property .
Motion was made by Mr . Ellis and seconded by Mr. Shibley to
wiave the Planning Board Rules and Regulations for the 500
foot road length to allow the street as presented .
Mr. Shannon doesn ' t feel they have addressed why it is in the
best interest of the Town to allow the road .
