We appreciate your cooperation to correct problems resulting from my failure to anticipate that a Building Permit would be necessary for a demonstration project which is being conducted at the Regional Wastewater Treatment Plant. Last February, bids were received to conduct a six (6) month demonstration project which was anticipated to reduce operating costs (Attachment 1). If successful, the Contract had an option to continue for two (2) additional six (6) month periods. For the service contract arrangement, the Vendor installed about $400,000.00 worth of pumps and electrical components on a temporary concrete slab. A butler-style membrane structure was installed over the equipment to protect it from rain and inclement weather. Recently we were informed by the Town's Electrical Inspector that a Building Permit would be necessary. Upon further investigation, we learned that the membrane structure had to be removed and that a formal Building Permit application would be necessary. Both requests are being addressed. The Vendor has approached us with concerns for safety and equipment injury during periods of inclement weather. Presently, his equipment is covered with tarps when appropriate.
