We have completed a final inspection for the above referenced project and have determined
that the work is complete with the exception of the following items:
1. Sod placed in the swale areas appeared to be dried out and possibly dying. Hydroseeding
of the remaining grass areas took place on June 15, 2000.
2. There is some silt in the wetlands that should be cleaned out. On June 16, 2000, we.
briefly discussed this matter with Henry Kozloski of the Conservation Commission and he
said that they were aware of the problem.

3.) The proposed water line extension should have a minimum cover of 5 feet indicated on the
plans.
4.) We will review any questions as to applicability (including the Alum Zinc Alloy Coated
roof system) to the storm water management regulations at the time of the Notice of Intent
review.

PHASE 11 EXPANSION
DRAINAGE REVIEW
November 12, 1999
The storm drainage system installed during the 1996 Phase I construction project was
designed with excess capacity to accommodate the additional impervious surfaces being
proposed for this Phase II expansion.
The initial drainage design calculations were based upon a total area of 11.52 acres. This
was divided into two watersheds. Area A-1 totaled 6.4 acres and drained directly into the
existing municipal detention area. Area A-2 totaled 5.12 acres and drained through the
new on-site detention area.
The impervious area included in the calculations totaled approximately 6.7 acres. Of this
amount, only 5.87 acres of impervious surface was actually constructed during Phase I.
The proposed expansion will add 0.70 acres for a grand total of 6.57 acres. This is 2%
less than included in the original design.
The on-site detention basin was overexcavated in order to generate earth fill to use under
the building floor slab. Excavation ended slightly above the water table, and as a result, a
constructed storm water wetlands has developed. The total capacity of the detention area
is 2.03 acre feet with an overflow elevation of 187.50'. The actual detention volume
required for the 100 year storm is only 1.10 acre feet with the peak elevation at 186.43'.
The detention area as presently constructed has 13" or .93 acre feet of excess capacity.
The total peak runoff off site for the 100 year storm was calculated at 31.36 cfs, which is
about 21% below the calculated allowable of 39.72 cfs. The peak runoff for the 2 year
storm was 9.47 cfs, which is about 4% above the allowable of 9.08 cfs.
The calculations ignored the effects of approximately 950 lineal feet of infiltration trench
which, because of recharge capabilities, reduce the runoff volumes to values slightly
below those used in the calculations. By ignoring recharge, the calculations become even
more conservative.
Finally, although construction of the Phase 1 project was started prior to publication of
the DEP's 1996 Wetland Protection policy, several recommended BMP's were
incorporated. These include gas trap type catch basins, infiltration trenches, constructed
storm water wetlands, and water quality swale.

The Phase II expansion will include new infiltration trenches and a new deep sump catch
basin as well as utilizing the existing constructed storm water wetlands and water quality
swale. This will result in compliance with recharge and TSS removal requirements for
the Phase lI expansion.
