There are a number of commercial uses, a restaurant, and a construction company located in the rear. The foundation for the proposed addition has also been in place for many years. Provision for Traffic Flow: Unchanged. Parking: Unchanged. Drainage: Unchanged. See Engineering comments. Public Utilities: Not shown. Landscaping/Screening and Buffers: Size not provided. The following landscape note should be placed on the plan: "All plantings must be maintained and that portion of the public way abutting the parcel and including the treebelt shall be maintained in a safe and attractive conditon by the owner of the parcel." Other Comments or Concerns: The Planning Board acted on this Site Plan in September 1984. 1 found no indications that the plan was reviewed by any of the Departments who usually review Site Plans (i.e., Engineering, Police and Fire). The requirement for Site Plan Review became part of the Zoning Ordinance in 1990. 1 asked for an opinion from the Town Solicitor as to whether the earlier approval constituted Site Plan Approval and he state that the applicant should file a Site Plan under the new requirements. I have provided the applicant with the earlier approved plan for this purpose. My only concern with the site is that it needs a facelift. The pavement is old and cracked, some of the curbs have been destroyed, the landscaped could be enhanced and the external appearance of the building could be improved. If other departments accept the plan, I would recommend that some aesthetic improvements be made to the site. It will have no impact on pedestrian or traffic safety because it is an addition to an existing shopping plaza. However, I would recommend that 2 more handicapped spaces be provided. As proposed, the site plan does comply with the Town ordinance for handicapped parking.
