1. APPROVAL OF MINUTES -December 16, 1999.
Motion was made by Mr. Shibley and seconded by Mr. Calabrese to approve the minutes of
r December 16, 1999 as written.

2. FORM A- Shoemaker Lane - Bruno
John Somers presented this Form A which he prepared showing the creation of two parcels on
Shoemaker and Moylan Lane. Parcel A will be 3.97 acres, Parcel B will be 1.122 acres. Ms.
Dachos stated that the Building Inspector has ruled that Mr. Bruno will lose his farm status once
the lot is less than five acres and that will create zoning violations with some of the buildings on
the site. Mr. Somers stated that he relayed that information to Mr. Bruno and expected him to be
in attendance this evening, however, he was not.
Motion was made by Mr. Hopkins to reject the Form A for Bruno on Shoemaker Lane as the
structures shown will become non-conforming
Mr. Hopkins then withdrew his motion
The members agreed to vote favorably on the plan this evening with the condition that wording be
placed on the plan stating that the structures are to be razed.

on Shoemaker Lane under"Subdivision Control Law Not Required" with two signatures being
placed on the plan this evening. The third signature will be added once the wording is placed on
the plan stating that the structures shown will be razed.

3. DISCUSSION - Definitive Plan - Willow Glenn Estates II - Fether, Inc.
Jim Dutton of Engitek was in attendance this evening on behalf of Wylie Hubbard who could not
make it. He prepared two roadway layouts for the Board's input on this evening. The first design
shows four cul-de-sacs and would require a waiver of the 500' deadend street length. One of the
cul-de-sacs is 575' and another is approximately 675' in length. The second design shows a
looped configuration rather than the cul-de-sacs and would require a waiver of the distance
between Blair Hill Road and the southerly end of the loop. The"stub" at the end of Lancaster
Drive was reduced in length to 70' . The"stub" creates frontage for lot 12. Mr. Hopkins stated
that he is opposed to this plan due to safety concerns with the location of the proposed street onto
Line Street but felt that the design with four cul-de-sacs was better than the looped street design
r as it did not create lots that were back to back and was more attractive.
Upon discussion, each member stated which alternative they favored. W. Calabrese, Mr.
LaRiviere and Mr. Shibley stated that they favor the design showing the four cut-de-sacs. Mr.
Hopkins reiterated his position as being opposed to the plan
4. SITE PLAN - 491 Springfield Street -Bear Realty
Greg Kudlic of Bear Realty was in attendance this evening. Ms. Dachas explained that this Site
Plan was approved in 1984 prior to the Board having review powers. At that time the Board did
site plan reviews as advisory to the Building Inspector. The plan was not reviewed by the
Engineering Department or the Police or Fire Departments as presently required. Mr. Kudlic
intends to construct the last section of this building at this time. Ms. Dachos stated that she
received and opinion from Attorney Locke that the 1984 approval was not applicable and that a
new site plan should be submitted for review. The 1984 plan was copied and resubmitted. Mr.
Hopkins stated that this plan does not contain the level of detail that is now required (i.e.
landscaping, lighting, etc.) and did not feel that the Board could act on the plan this evening. Ms.
Dachos stated that the Building Inspector does not feel that a new site plan is necessary. She
made a site visit while reviewing the plan and noted that the building needs a"facelift" -the
pavement is cracking, landscaping needs to be replaced/enhanced. Mr. Kudlic stated that once the
construction of the addition is complete it is his intention to"clean up" the parking lot. After a
lengthy discussion, the members agreed to take no action on the plan and that Ms. Dachos pass
on the white form for the building permit application.

4. SITE PLAN - AT&T - 628 Meadow Street Ext.
Doug Wilkinson of Anderson&Krieger was in attendance this evening to present this Site Plan.
He explained that AT&T is proposing to co-locate on the existing Bell Atlantic tower on Meadow
Street Ext. Mr. Hopkins asked if any exterior lighting was proposed. Mr. Wilkinson stated no
lighting was proposed. A 12'x 18' concrete slab will be poured to locate the associated
maintenance shed. The Engineering Department submitted comments. The members went
through the comments and agreed that comments#2 and #3 did not need to be addressed
(existing and proposed topography of the site and adjacent lands and silt fence detail and
proposed location).
Motion was made by Mr. Hopkins and seconded by Mr. Calabrese to approve the Site Plan for
AT&T at 628 Meadow Street Ext. with the condition that comments#1 and #4 of the
Engineering Department memo dated January 6, 2000 be addressed, and no exterior lighting shall
be used with the exception of a light to be located over the door to the communication shelter
which is to be placed on the west side of the shelter adjacent to the Nextel Equipment Shelter.

SITE PLAN - Silver Street & Almgren Drive - Conrad Fafard, Inc.
Eric Bernardin of Associated Builders presented this Site Plan which shows the construction of a
12,168 sq.ft. office building on a 3.6 acre site. The building will have a small storage component
and a marketing area to display materials. Forty-one parking spaces have been shown. The
landscaping is designed to reflect the type of business. There is an overhead door located at the
north corner of the building. The exterior lighting is shown on the plan. The color and texture of
the building will be beige split face masonry. Both the Town Planner's and the Engineering
Department's comments have been addressed. The members did not have any concerns with this
plan.
Motion was made by Mr. Hopkins and seconded by Mr. Shibley to approve the Site Plan for
Conrad Fafard, Inc. on Silver and Almgren Drive,

the"add-on's".

6. DISCUSSION -Moreau Estates
The Town Engineer has asked for the Board's support regarding the placement of the sidewalk
along South Street as part of the Moreau Estates subdivision. The developer has not yet
submitted the final design to the Engineering Department. The members agreed to send a letter to
Mr. Russo reminding him of this requirement.
Motion was made by Mr. Hopkins and seconded by Mr. Hopkins to send a letter to Thomas
Russo regarding the need to submit a final design of the sidewalk along South Street as part of the
Moreau Estates subdivision.
VOTE 4-0
DISCUSSION -Falcor Auto Sales
Ms. Dachos explained to the members that there are problems with the approved Site Plan that
have arisen since construction began on this site. The Board received a memo from the Town
Engineer dated December 1, 1999 which raises a number of concerns with the implementation of
the approved plan. The owner of the site was in attendance and explained to the Board that he
had no problems with what the Town Engineer is requiring, however, he would like to get his
CIO to operate the business as soon as possible and there are some items that cannot be done at
this time due to the weather. The members supported the Town Engineer's concerns and agreed
to give the applicant a six month delay in completing some of the items proposed due to the
weather.
Mr. Shibley left the meeting at this time.
Motion was made by Mr. Hopkins and seconded by Mr. Calabrese to concur with the Town
Engineer's comments dated December 1, 1999 regarding Falcor Auto Sales and to allow a six
month delay for the completion of the following items: installation of the stockade fence around
the perimeter of the site; installation of the retaining wall along the Fazio property and the berm
along the Farmer garage; and planting of the arborvitae along the fence adjacent to Royal Street.
