It handles a high volume of commuter traffic going to and from the Industrial Park. Silver St. is 32' wide and has a 4' breakdown lane on each side of the roadway. The eastbound travel lane is 12' wide and the westbound travel lane is 12' wide. The road markings (solid and broken yellow lines) allow for passing for the east bound traffic only. Almgren Drive is a paved roadway that goes north and south. It handles a minimum amount of commuter traffic within the Industrial Park. Almgren Dr. is 32' feet wide and has a 4' breakdown lane on each side of the roadway. The northbound travel lane is 12' wide and the southbound travel lane is 12' wide. The road markings are for no passing (double solid lines). Visibility: As you exit the proposed driveway of the site, visibility is approximately 2/10 the of a mile to the north and to the intersection of Silver St. and Almgren Dr. to the south. There are no obstructions of visibility in either direction. Lighting: There is an overhead street light across from the site on Silver St. and there is another overhead street light across from the site on Almgren Dr. There is also private lighting in the area from other various businesses. Traffic Controls: There are no parking signs in front of the site on Silver St. There is a stop sign located at the intersection of Silver St. and Almgren Dr. Sidewalks: There is a sidewalk located on the south side of Silver St. and there are no sidewalks present on Almgren Dr. School Zones: There are none present within a 1 %mile radius. Playgrounds: There are none present within a 1 %mile radius. Parking: The site plan is within the guidelines of the Town ordinance for Handicapped parking spaces. However, if they add future parking spaces, they may need to add additional handicapped spaces to conform with the ordinance. Traffic Unit Impact Estimates:None provided. Office L SITE INFORMATION The site under investigation is located on the corner of H.P. Almgren and Silver Streets in Agawam, Massachusetts. The site consists of a approximately 3.68 acre parcel in the Agawam Regional Industrial Park(see Figure 1) Formally part of the Bowles Agawam Airport, the site is currently undeveloped. Vegetative coverage is grass and brush, with a few stands of large evergreen trees. There is a large plateau area to the north of the site that appears to be deposited fill. The site slopes generally from the north corner to the south-southeast side of the property. There is a Town of Agawam drainage easement located along H.P. Almgren Drive that services the street and the industrial park drainage system. Soils on the site are characterized as Merrimac, sandy loam(MeA), by the USDA Soil Survey of Hampden County(1978), and are indicated in Figure 2. The Soil Survey provides the following description of this soil series: Merrimac sandy loam This nearly level soil is deep and somewhat excessively drained. It is on stream terraces and outwash terraces. Slopes are smooth and 50 to 200 feet long. In a typical profile the surface layer is friable brown sandy loam about 7 inches thick. The upper part of the subsoil is friable,brown, sandy loam 8 inches thick;the lower part is friable, yellowish brown gravelly sandy loam I I inches thick. The substratum, to a depth of 60 inches, is loose, single grained, yellowish brown gravely sand. Permeability is moderately rapid to rapid in the subsoil and rapid in the substratum. Reaction is extremely acid to strong acid. These soils are in hydrologic group A and have low potential frost action. Shrink-swell potential is low. U. DESCRIPTION OF PROPOSED PROJECT AND TESTING PERFORMED The site is the proposed location of an 12,628 S.F. office. Work includes building foundations, slab on grade, building construction, paving, utilities, drainage structures, and landscaping. Soil investigations were performed by Associated Builders, Inc. on December 2, 1999. Five test holes were dug with an excavator for the purpose of documenting existing soil conditions and water table elevations. Locations of the five test holes are shown on Figure 3. Test pits ranged in depth from 7-10 feet. III. SOIL TEST HOLE RESULTS Soil logs have been included as Appendix A in this report. Generally the soil horizons were indicative of the Merrimac sandy loam classification. The top 6-12 inches of the profile consisted of a dark brown E:lwordlengineering1878218782soil.doc Page 1 December 13,1999 organic topsoil. The next horizon, which ranged from 6 to 48 inches, was a layer of yellowish brown, medium dense, sandy loam sands. The horizon below 48 inches to a depth of ten feet was a loose, single grained, red or yellowish brown sand or sandy loam. The two test holes taken up on the plateau area yielded similar profiles. For the purposes of foundation design according to the Massachusetts State Building Code, the soil observed can be classified as a medium dense sand(Material Class 8 per the Mass State Building Code, 6`h Edition). Water table elevations were also observed in the test holes. Groundwater elevations varied from 6'-2" at the eastern property line(TP-2)to 5'-0"at the western property line(TP-1). No water was observed in the test holes dug on the upper plateau. IV. SOIL BEARING CAPACITY Article 18 and Appendix D of the Massachusetts State Building Code(6`h Ed.), provide allowable bearing pressures for foundation materials based on soil material classes and blow counts. For a material Class 8 soil of medium dense consistency, the bearing capacity is given as 6,000 pounds per square foot. V. CONCLUSIONS Foundation Recommendations 11 We will be basing the foundation design on a bearing capacity of 6,000 psf The footing subgrade should be compacted with at least four coverages of a vibratory compactor weighing at least 200 pounds and imparting an impact load of at least 2.5 tons. Any areas of unsuitable soil shall be removed and back filled with soil meeting the requirements of Structural Fill as shown in Table 2, prior to compaction. Material to s be used as structural fill and gravel base, must be approved by the Engineer prior to placement. Slab-on-Grade and Pavement Recommendations We recommend that the interior slab-on-grade bear on a minimum of 8 inch base material and exterior pavements bear on a minimum of a 12 inch base material. Prior to slab construction,the fill subgrade and structural fill layer should be proof compacted with at least six coverages per layer using a vibratory roller imparting an impact load of at least 10 tons. Construction Considerations The site contractor will be required to verify existing site utilities. The excavations on site are generally not expected to reach groundwater levels. If ground water is encountered during footing excavation the site contractor will be required to maintain all excavations in a dry condition. Disclaimer: The recommendations in this report are based in part from data obtained from the borings and test pits. The nature and extent of actual conditions on the site may vary from conditions observed in the test borings. If variations are encountered during construction, it may be necessary to revise the recommendations of this report. Work includes building foundations, slab on grade, building construction, paving, utilities, drainage structures, and landscaping. A. PRE-CONSTRUCTION Drainage Pathways: The site is currently undeveloped. Vegetative coverage is grass and brush, with a few stands of large evergreen trees. There is a large plateau area to the north of the site that appears to be ' deposited H. The site slopes generally from the north corner to the south-southeast side of the property. There is a Town of Agawam drainage easement located along H.P. Almgren Drive that services the street and the industrial park drainage system. I B. POST-CONSTRUCTION The proposed project will add the following impervious areas: 12,628 SF of building 22,141 SF of paved parking area 34,769 SF Total proposed impervious area Drainage Pathways: The Agawam Regional Industrial Park drainage infrastructure was designed to handle an increase in runoff from a 25% impervious coverage on each lot. For this lot,the"runoff credit"is calculated to be: 25%of 160,388 S.F. =40,097 S.F. An impervious coverage up to this amount is allowed to drain directly to the park stormwater system. The 34,769 S.F. of proposed impervious coverage is below this threshold,therefore allowing stormwater runoff to discharge directly to the swale on Almgren Drive. Rooftop runoff will be collected in interior roof drains and discharged to the Swale along Almgren Drive via a riprapped 8"CPEP pipe. The paved areas will be bermed in order to direct flow. Runoff from the paved parking areas will sheet flow to a riprapped curb outlets at the west of the lot into a grassed swale area before discharge to drainage swale along Almgren Drive. Grassed swales provide a high level of pollutant removal through trapping, filtering, and infiltrating particulate matter. Directing runoff through grassed swales reduces runoff velocities,and provides for the recharge to groundwater through infiltration. The DEP Stormwater Guidelines suggest a"first flush"treatment of 0.5"per S.F. of impervious area. For the paved areas,this would require a volume of 0.5"x 22,141 S.F. _ 922.5 fl. The proposed swale area indicated on the site plan will have a sump volume of 4,620 W. IV. CONCLUSIONS The system described above has been designed to achieve the most advantageous solution for stormwater management considering public agency requirements,environmental impacts, topography,client design needs,econonucal constraints and aesthetics. Discharges to the municipal storm system are within the capacity of the receiving system.
