parking area.
Provision for Traffic Flow: Proposed 25' driveway onto School Street. Present
access is unrestricted.
Parking: Eighteen (18) parking spaces proposed. Guidelines suggest twelve (12)
parking spaces. Dimension of spaces should be provided.
Drainage: See Engineering comments.
Public Utilities: See Engineering comments.
Landscaping/Screening and Buffers: Location of plantings should be shown on the
plan. The lot to the east of the site is residential. A buffer should be shown between
the two properties.
Sign Location: O.K.
Exterior Lighting: All exterior lighting is to be shown on the plan. Lighting shall be
directed so as not to shine on adjacent property.
Rendering or Elevations: All sides of the building are to be shown. Colors and
textures are to be provided.
Dumpster Location: Not provided. If there is to be a dumpster it is to be fenced, gated
and screened.
Other Comments or Concerns: There is a discrepancy between the plan and the
Assessor's records of 10'. Since the plan is not prepared by a Registered Land
Surveyor, the exact dimensions of the property are not known. There is no reference to
a plan from which the dimensions were derived.

Subject: R. A. C. Builders, 12 School St. , SP351
The Contractor for subject project, Zielinski Brothers, Inc, contacted us on November 6, 2000
and noted that they wished to add a driveway on the east side of their client's lot. This was to
provide better access as well as solve the problem of the existing catch basin in front which
was going to be isolated because of the proposed curbing extending further in front than the
existing pavement.
Originally, we expected them to cut a waterway through the proposed curb, although this was
not preferred. The proposed action will provide a better solution and we see no problem with
the new drive location. When the Contractor told us that he planned to pave the new drive on
November 8, 2000, we told him we could not speak for the Planning Board, who are the
approving authority for Site Plan changes.

Roadway: School Street is a secondary roadway that travels east and west. It has no major
defects in its surface. The east bound travel lane is 14' wide and the west bound travel lane is 14'
wide. There is a divider between the two travel lanes that is painted yellow. This painted divider
is 4' wide in front of#12 School Street and gets thinner toward the east until it turns into a double
solid line. The total width of School St. in front of#12 is 32 feet. There is a posted speed limit
of 30 mph at this location.
Visibility: Visibility is clear to the east for 2110's of a mile. Visibility to the west is 220' (this
where the intersection of Main and School Sts. is). There are no obstructions.
Lighting: WMECO pole #2/S is directly across the street from#12 School St. There is also
other lighting in the area from Phelps School and other area businesses.
Traffic Controls: There are no traffic controls at#12 School St. However,there are lighted
traffic signals 220'to the west of#12 School St(this is the intersection of Main and School Sts).
Sidewalks: There is a four foot sidewalk on the north side of School st running parralell to
Phelps School property.
School Zones: Phelps School is directly across the street from#12.
Playgrounds: Phelps School and the Veteran's Green are directly across the street form #12
School St. The Little League Field is a half mile to the east.
Parking: The site plan calls for 18 total parking spaces. One of these parking spaces is reserved
for Handicapped Parking. This falls within the guidelines of the Town of Agawam Ordinance
regarding Hanicapped Parking.
Traffic Unit Impact Estimates:None requested.
Other:Nothing at this time.

Dear Mr. Ciocca:
At its duly called meeting held on March 2, 2000, the Agawam Planning Board voted to approve
the Site Plan entitled "Office Building, RAC Builders, Inc., 12 School Street, Agawam,
Massachusetts 0 100 1", prepared by Roy S_ Brown Architects and dated 2/14/00 with the
following conditions:
1. Architectural lighting shall be provided on the front of the building.
2. The mounted lighting at the rear of the building shall be shielded.
3. Colors and textures of the building shall be submitted to the Planning Board for approval.
4. A buffer must be maintained between this property and the adjacent residential use. At a
minimum, the present fence is sufficient.
5. There shall be no outside storage on the site.
6. Number ten (10) of the attached Engineering Department comments shall be addressed.
7. The dumpster must be kept inside the building as indicated.
Three copies of the revised plan must be submitted to the Planning Board for their signatures. If

Architects, dated February 14, 2000, scale 1" = 30'. An inspection of the subject site by the
Engineering Department took place on February 28, 2000 to review the data on the site plan." We
note the following:
1. Plan does not show all the existing conditions (bituminous concrete parameters, manhole
in West entrance drive, stockade fence at rear of building, etc.).
2. Existing and proposed grading contours are needed and should extend into the abutting
properties to show the overall drainage scheme.
3. The plan shows proposed utility services. Size and composition of pipe as Well as
corresponding construction details should be included.
4. A clean-out will be required where the proposed sanitary sewer joins the existing sanitary
sewer (with appropriate details).
5. An invert elevation where the sanitary sewer exits the proposed building should be
included to determine if there is the minimum of four feet of cover over this pipe and that
the pipe has the correct slope.
6. We recommend that a.) details sections; sidewalk, paving profile, etc., be added to plan,
and b.) the Southern edge of the parking lot be extended four feet to the South. The
increase in width of the driveway through the parking stalls from twenty feet to twenty-
four feet will allow better access to the parking stalls.

7. The number of customers & employees should be indicated so that our department can
determine if the corresponding number of parking stalls proposed is adequate.
8. A.paved back-up area is necessary at the Eastern edge of the proposed parking lot to allow
for the proper use of all parking stalls as indicated.
9. The plan should show where proposed exterior lighting will be Iocated. There is a light
mounted on the utility pole near the Northeast corner of the plan but it is not indicated if
the light serves this plan.
10. The plan should include the following notes;
1.) "Prior to the installation of any sewer, water, or drainage lines, the contractor/
owner shall contact the Town of Agawams' Engineering Division at 786-0400 ext.284. No
piping/appurtenances will be installed or backfilled without permission of the division."
2.) "All plantings must be maintained and that portion of the public way abutting the
parcel and including the tree belt must be maintained in a safe and attractive manner by
the Owner of the parcel."
11. The plan should show property lines and either reference a plan with a surveyors' stamp
or have surveyors' stamp on subject plan. We recommend that a Professional Engineer
stamp this plan.
12. Provide information on source of pipe containing oil separator and as appropriate, show
proper removal/abandonment of separator.
