At its duly called meeting held on May 4, 2000,the Agawam Planning Board voted to send a positive
recommendation to the Agawam Town Council to support the proposed Zoning Map amendment
requested by Alfred P. Pajer. Mr. Pajer requests that a 8.68 acre parcel of land located on Suffield
and Cooper Streets be rezoned from Business A, Residence A-2 and Agriculture to Business A.
The Board found that the area immediately surrounding the parcel is multi-zoned and contains
multiple uses. The property is abutted by the Quail Run retirement development, some single family
residences,the Italian Sporting Club, and various commercial establishments. Some of this property
is currently zoned Business A. Therefore, the Business A zone and its allowed uses would not
negatively affect the neighborhood.
The Board's only concern with this proposal is the issue of safe access to and from the site. The
Board agrees with the Town Engineer(see attached memo)that the Suffield/Cooper/Rowley Street
intersection is confusing and possibly unsafe. The Board will carefully evaluate the site plan
eventually submitted for this site to ensure that the safety of the customers and the public will be
protected.

Per your request, we have reviewed the above referenced zone change and we have the
following comments:
1. If a new business is built in the vicinity of the Suffield/Cooper/Rowley intersection,
changes may need to be made to the existing traffic signal timing, at a minimum. Also,
the level of service may be decreased at the intersection. As part of the site plan
review, the applicant would be required to submit a detailed traffic study of the
intersection. The applicant will also be responsible for providing any necessary
improvements to the intersection. This intersection was just improved in the fall of
1998. One item sorely needed is additional land for future intersection improvements.
If the applicant were to offer the Town certain strip(s) of land as part of the site plan,
such an arrangement might be considered part of the project's mitigation.
2. We recommend that a business driveway not be allowed at the Suffield/Cooper/Rowley
intersection. The subject property has been used for trailer parking during the Big E,
and while our division was counting traffic movements at the intersection, we noticed
extreme traffic confusion and conflicts due to traffic entering and exiting the property.
By changing the residence zone to business, it would be feasible to have a driveway on
Cardinal Drive.

The Planning Office is in receipt of a petition from Alfred P. Pager to rezone a 8.68 acres parcel of
land located on Suffield Street and Cooper Street from Business A, Residence A-2 and Agriculture
to Business A. In reviewing the proposed zone change, the information was compiled on the
following: present land use; present zoning; environmental conditions; traffic and safety and previous
planning recommendations. The review follows:
Description
The parcel as shown on a plan entitled "Plan of Property in Agawam, MA, Owner: Edward M.
Deloghia, Trustee, 124 Fairview Avenue, Agawam, MA" consists of 8.68 acres zoned as follows:
Residence A-2, 8.15 acres;Business A, .50 acres; and Agriculture, .03 acres. The Plan indicates that
the parcel has 145.19' of frontage on Suffield Street; 269,58' on Cooper Street, and 295.96' on
Cardinal Drive (an unaccepted way).
Land Use
The Plan shows two residences and multiple out buildings. The multi-family residence fronting on
Suffield Street was recently demolished. The property is abutted to the south by a single family
residence. It is abutted on the west by Suffield Street and on the north by Cardinal Drive, and two
single family residences. To the east, or rear, is Quail Run, a retirement complex. Across the street
from the property is a Dairy Mart (?), a deli owned by the petitioner and a gas station.

Zoning
The area immediately surrounding the property is multi-zoned. On the southern property line the
zones are as follows: within 100' of Suffield Street is Business A; the next 100' is Residence A-2 and
the remainder is zoned Agricultural. The abutting property to the north is zoned Residence A-2 and
to the east is Industrial A. The property to the west is zoned Business A.
Under the proposed Business A District, the following uses are allowed (See attached Zoning Map):
• any use permitted in a Residence or Agricultural District
• major use of a building or structure to store and display for retail sale
• banks, hotels, dining establishments, halls and office buildings
• one story public garages for storage or repair of not more than 50 cares
• gasoline filling stations
• open air transient parking after public hearing from the Board of Appeals
• cabins, if licensed under Section 32A to 32E inclusive of Chapter 140 Massachusetts
General Laws.
As a reminder to the Board, an applicant for a zone change can not be tied to a specific use for the
parcel. All uses allowed by right should be considered when viewing the request.
Environmental Considerations
The Soil Survey of Hampden County, Massachusetts, Central Part (1978), prepared by the U.S.
Department of Agriculture, Soil Conservation Service was consulted to determine the soil suitability
for the proposed use. The site contains Windsor soils. These soils have slight limitations for building
site development. The site is virtually flat and has no wetlands or other sensitive environmental
considerations.
Traffic and Safety
Attached you will find a copy of the Town Engineers comments regarding this site. In summary, the
Suffield/Cooper/Rowley Street intersection is presently a confusing and possibly unsafe intersection.
Despite the fact that the Board must review the proposal given the possibility of all uses allowed in
Business A, the petitioner has made his desire to construct a banquet facility on this location public.
It will be difficult to identify the best method for outletting any traffic into this intersection. I would
concur with the Mr. Daley's request that a traffic study would be necessary for any commercial use
of the site.
Other Concerns
The plan submitted shows that the existing single family dwelling and out buildings are to be located
on the rezoned parcel. It is assumed that a Form A would be submitted otherwise the parcel could
not be used for any other use. Without the knowledge of how this new lot would be configured, it
is difficult to complete the review of the proposed zone change.

SUBJECT: Proposed Zone Change - Suffield & Cooper Streets - Pajer
The Planning Board has been requested by the Town Council to review and make a
recommendation on a proposed zone change for Alfred P. Pajer on Suffield and Cooper Streets.
The proposal is to rezone the property from Business A and Residence A-2 to all Business A.
The Planning Board will be holding its public hearing on this request on April 20, 2000. We
would appreciate any comments you may have prior to this hearing.
