I asked the Engineering Department to go out to the site. Jim Daley returned and informed me that Mr. Palange was grading the rear of this property, laying stone dust and installing drainage. He informed Mr. Daley that he was just improving an area where he parks business related vehicles. I have reviewed all of the previous files for V & F Auto and find no approval for anything to be done behind his building. Further, I do not believe that this area is zoned for Business purposes. The Agawam Zoning Ordinance, 180-13 B (4) states"Changes to parking and/or curb cuts will always necessitate site plan review". We have been advised by the Building Inspector that if the proposed retaining walls are less than 10' from the base of the footing to the top of wall they will not have to be designed and stamped by a Professional Engineer. All drainage issues can be resolved when the applicant files for a Storm Drain Permit with the Department of Public Works. 3. We have the following comments: 1. The following notes should be added to the plan: "Prior to installation of any sewer, water or drainage, the contractor/owner shall contact the Town of Agawam's Engineering Division, at 786-0400 ext. 275 / 284. No piping/appurtenances will be installed or backfilled without the permission of the division." "All plantings must be maintained and that portion of the public way abutting the parcel and including the treebelt shall be maintained in a safe and attractive condition by the owner of the parcel." 2. The Western Mass Electric Co. Easement should be shown on the plans. 3. The submitted plan must be stamped by a Massachusetts Professional Engineer for the design of the proposed retaining walls. Additional proposed grades should be included along the top and bottom of the proposed retaining walls, for example along the eastern and western property lines. 4. In order to a receive a storm drain permit, Storm Drain calculations should be submitted for pre and post conditions on site. The storm drain calculations and leaching basin design will have to be stamped by a Massachusetts Professional Engineer. The proposed leaching basins will have to be designed to handle the increased impervious area on site and a detail should be provided for the proposed leaching basins. The existing soils on site should be tested for a permeability rate which should be used in the design of the leaching basins. Pr The rim elevationssOr the proposed leaching basins are 992.60'. They should be redesigned to be at an effective grade. The designer should design a system that will intercept all additional runoff created from the impervious area. An additional leaching basin should be constructed to mitigate potential flooding in front of the existing building and on the neighboring property to the east. S. A legend should be added to the plan showing the difference between existing and proposed features on site, for example line work along the eastern property line. The existing and proposed pavement should be labeled as well. 6. The distance from the proposed retaining wall and the sidewalk along the frontage is approximately seven feet. There should be some consideration for the safety of pedestrians and/or bicyclists who may stray off the sidewalk. Landscaping or a split rail fence should be proposed along this area, but not create a sight distance problem for vehicles exiting the driveway.
