This land was developed circa 1989 with the construction of a one story office and warehouse building by Environmental Compliance Services, Inc. (ECS). The land has housed ECS in an approximately 11,200 sf structure since 1990. The current proposal is to construct a 6,400 sf addition to the rear of the existing building. The addition would be of similar construction and would be used for garage, office and warehouse purposes. The existing garage and warehouse would be converted to office space as part of the proposed addition. Additional paving and parking would be added to accommodate the new structure and the existing tennis court would be eliminated to make room for the increased parking. The addition would extend to approximately 45 feet from the rear property line of the site. The proposed addition is show in accompanying drawings prepared by Bergeron Construction. NEW PROPOSED CONDITIONS The new 80 foot (ft) by 80 ft addition and approximately 9,200 sf of new pavement will result in an additional 15,600 sf of impervious surface on the site. The proposed addition and paving are shown on the accompanying Sheet 1 prepared by ECS. The existing structure and pavement, excluding the tennis court that will be removed to become part of the impervious parking area, comprise approximately 38,000 sf of impervious surface. The total proposed impervious surface is therefore 53,600 sf. The following is a summary of the undeveloped and proposed development conditions. These calculations are included in the accompanying report titled Storm Drainage Calculations prepared by ECS. TR-55 recommends that all calculations for existing and proposed conditions on a site be conducted utilizing the same method. Therefore, TR-55 guidance was used to recalculate potential flow from the site under paved conditions, proposed flow from proposed conditions and allowable flow from the site. In addition, TR-55 was used to size the proposed detention area to control proposed discharge from the site. The Graphical Peak Discharge Method described in TR-55 was used to calculate potential storm water flows from the entire parcel under paved conditions and from the site under proposed development conditions. Allowable flow from the site is equal to 25 percent of total flow from site assuming 100 percent pavement. Allowable flow for the 100 year 24 hour storm was calculated at approximately 3.78 cubic feet per second. Based on this allowed flow and a proposed peals flow from the site of 7.35 cfs, the retention basin volume was calculated at 4,500 cubic feet. A proposed rectangular weir with a width of 3.35 ft will control flow from the retention basin. Approximately 3,821 square feet (sf) of land was taken for the reconstruction of Silver Street in the early 1990's. The land has housed ECS in an approximately 11,200 sf structure. The ' current proposal is to construct a 6,400 sf addition to the existing building. The addition would be of similar construction and would be used for garage, office and warehouse purposes. The existing garage and warehouse would be converted to office space as part of the proposed addition. Additional paving and parking would be added to accommodate the new structure and the existing tennis court would be eliminated to make room for the increased parking. ' Storm water drainage calculations were performed in 1989 for the original development of the site. The report containing this information is included as Appendix A. The report concluded that under developed conditions, approximately 1.26 acres of land (the Proposed Westerly Watershed in Exhibit 3 of Appendix A) drained to the Agawam Regional Industrial Park ' (ARIP) drainage swale to the northeast of the site. These calculation indicated that an approximately 5,025 sf retention area conservatively provided that no more that 25 percent of the lot flow under paved conditions would leave the site daring a 25 year storm. The allowed ' flow from the site was calculated at 2.83 cubic feet per second (cfs). Storm water drainage calculations for the current proposal were performed using the ' United States Department of Agriculture Urban Hydrology for Small Watersheds "TR-55" manual (June 1986). Based on our current evaluation of the site, the conclusion that the drainage leaving the site to the ARIP is derived from a Westerly Watershed (described in Exhibit ' 3 of Appendix A) was found to still be valid for the proposed site modifications. All proposed site modification will take pace in the Westerly Watershed. Proposed conditions for the Easterly Watershed described in Appendix A will essentially remain unchanged under the new proposed conditions although revised calculations indicate that the Easterly Watershed is slightly smaller ' than previously determined and the Westerly Watershed is slightly larger. Since all flow to the ARIP drainage swale is derived from the Westerly Watershed, no new calculations were performed for the Easterly Watershed. TR-55 recommends that all calculations for existing and proposed conditions on a site be conducted utilizing the same method. Therefore, TR-55 guidance was Used to recalculate potential flow from the site under paved conditions, proposed flow from proposed conditions and allowable flow from the site. In addition, TR-55 was used to ' size the proposed detention area to control proposed discharge from the site. The Graphical Peak Discharge Method described in TR-55 was used to calculate ' potential storm water flows from the entire parcel under paved conditions and from the Westerly Watershed under proposed development conditions. Additionally, since the Graphical Peak Discharge method required extrapolation beyond the curves provided in TR-55 for the potential ' flow under paved conditions calculations, the Tabular Hydrograph Method was also used to verify calculations for this condition. Since the TR-55 method will be used for the proposed site modifications, ' the newly calculated allowable flow of 3.025 cfs will be used for the sizing of the proposed detention area. This new number is being selected since TR-55 recommends that the same method be used for all calculations conducted for a proposed storm water management ' program. Existing topography would indicate ' the majority of the parcel being split by a high point watershed line running in an approximate northwest - southeast direction. The back west corner is draining to a swale ' running towards a detention area created for use by Park occupants . See Exhibit No. 1 Drainage to the "Park Detention Area" is allowed by Park ' occupants, according to Mr. J. Stone with an allowance to discharge 25 percent of the lot flow, without detention on the lot, assuming a paved surface. Proposed flows greater than 25 percent from the entire lot are required to be detained on-site. Considering the ' sandy gravelly nature of the soil underlying the site, it is felt that a significant amount of stormwater is handled by infiltration, particularly in the south corner of the site where an existing depression exists. However, infiltration is not allowed for consideration in the calculations for proposed condition. The detention area is designed to detain the storm water by controlling the pipe outlet size to limit the outlet flow to 25 percent of the flow from the lot if it was totally paved. Under larger storm conditions, this detention pond will outflow into the existing swale at the northwest corner of the parcel and thus onto the "ARIP Detention Area" near Shoemaker Lane, Silver Street, which has been sized to handle 25 percent of the impervious area flow from the site.
