Provision for Traffic Flow: There are three (3) curbcuts. There are two on Main
Street which are proposed to remain unchanged and one on River road. The present
River Road curbcut is to be closed and new one is to be provided approximately 125'
from the intersection with Main Street. All curbcuts (existing and proposed) are to be
two-way. Widths of all the curbcuts and radii are to be shown on the plan.
Parking: Using the Parking Guidelines, nine (9) parking spaces should be provided.
Eleven (11) are shown on the plan.
Drainage: See Engineering comments.
Public Utilities: All utilities must be shown.
Landscaping/Screening and Buffers: A landscaping must be provided. Size, species
and location must be shown on the plan. The following landscape note must be added
to the plan: uAII plantings must be maintained and that portion of the public way
abutting the parcel and including the treebelt shall be maintained in a safe and
attractive condition by the owner of the parcel."

application will take place in front of the Veterans Cemetery. This work shall include widening to
allow for a right hand turning lane heading south. No widening is proposed on the east side of
Main Street in the vicinity of Agawam Car Care.

Per our conversation on 09/18/00, I still have safety issues concerning this site. The planning
board did not address my issues and/or concerns. Therefore, the issues from 06/14/00 are still
there.

Roadway: This site is located at the point of the intersection of Main Street and River Road.
Both of these roadways are paved and travel in a north/south direction. These two roadways are
traveled by commuters,commercial traffic, residential traffic and, at times, high volumes of
tourist traffic. Main Street is 40 feet wide and both the north bound and south bound travel lanes
are 13 feet wide. There is also a 9-foot breakdown lane for the southbound traffic and a 5-foot
breakdown lane for the north bound traffic. River Road is 32 feet wide and both the north and
south bound travel lanes are 12 feet wide. There is also a 5-foot breakdown lane for the
southbound traffic and a Moot wide breakdown lane for the northbound traffic. The posted
speed limit on Main St. in this area is 35 mph. The posted speeds limit on River rd. In this area
is 30 mph.
Visibility: The visibility exiting onto Main St. is I/4 mile to the south and 1/8 of a mile to the
north. The visibility exiting onto River Rd. is 300 feet to the south and a '/z mile to the north.
There are minor obstructions in all directions (signs, light poles, trees, etc.).
Lighting. Lighting during darkness appears to be adequate. There is an overhead street light at
the intersection of Main St. and River Rd. and there is an overhead street light on the property of
l River Rd. that is located just to the south of the north driveway.
Traffic Controls: There is an automated traffic control signal at the intersection. Main street has
a double solid line for no passing in this area. River Rd. has a solid line and a broken line for
northbound traffic (traffic traveling northbound is allowed to pass and southbound traffic is
prohibited from passing) in this area. Main street is a no parking zone and has a bus stop located
between the north and south entrances.
Sidewalks: There are no sidewalks present in front of this Iocation on either street.
School Zones: James Clark Elementary School is located within 1 mile of this location.
Playgrounds: Borgatti Park/Field is located within a % mile of this location.
Parking: There are 12 parking spaces and I designated as Handicapped Parking. This is within
the Town Ordinance for Handicapped Parking.

Other: I have major concerns about the volume of business this proposed gas station will do with
Six Flags a '/Z mile down the road. My concern is that this size lot/design will have too much
volume at times and cars will be backing up onto Main St. This will cause a traffic safety issue.
Also, the southern exitlentrance onto Main St. from this proposed site is only 30 feet from the
intersection of Main St. and River Rd. River Rd. allows traffic to make a right turn on red and
traffic turns right when the light is green. They will have only 30 feet of reaction time if a car
pulls in front of them to turn into the lot from Main St. and vice versa for cars pulling into the lot
from Main St.
