Stone, DPW Superintendent; David Pisano, Fire Chief From: Engineering Date: January 3, 2002 Subject: Preliminary Subdivision Plan - Sunnyside Corporation - Fire Flow Test As part of the Planning Board's conditions of approval for subject subdivision, on November 27',.2001 the Agawam Department of Public Works performed a Fire Flow Test on North West Street so that a theoretical water pressure could be calculated for the required fire flow at the proposed hydrant at station 4+85. The test procedures were as follows: A pressure gauge was connected to the hydrant near #594 North West.Street at 8:30. AM and an operating pressure of 62 pound per square inch (psi) was measured. After measuring the operating pressure, the hydrant valve near #490-North West Street was.. - fully opened and a test flow from a single nozzle of 557 gallon per minute (gpm) was measured. During the test flow, a pressure of 32 psi was measured at the•hydrant-.near , - #594 North West Street. The-calculated residual pressure for the fire flow condition at the proposed hydrant at station 4+.85 (taken as the highest hydrant in the subdivision) is 23 psi at 500 gpm (fire flow). We use 20 psi as the minimum residual pressure and 500 gpm as the minimum recognized:-fire flow (minimum recommended fire flow could be much higher). - The Agawam Fire Chief has been informed of the test results and is concerned with both the_ calculated fire flow capacity and pressure, at the proposed hydrant in subject`subdivision..: He: has stated that improvements to the existing water system are needed so that fire flow capacity - and pressure are increased, before houses in subject subdivision are constructed: If you have any further questions, please contact our division. P.O. Box 8123 Westfield, MA" dated Aug. 1, 2000, revised October 17, 2 2001 .by D.L. Bean, Inc. and we have the following comments, two of which involve considerable review and warrant conditional approval status only at this preliminary state: 1. The applicant should submit a complete traffic study for the proposed project. The traffic study must be stamped by a Professional Engineer and must include an analysis of sight distances etc. as outlined in the Massachusetts Highway Department manual. 2. Per the Town Code (Section 175-16), "The water system of the Town of Agawam has been designed and constructed to provide service to buildings and land at or below the elevation of two hundred seventy (270) feet above mean sea level. Any extension of the water system above this elevation will require the installation of a water pumping system and/or elevated tank." Therefore, lots 3-6 may need a water pumping system. The Department of Public Works requires that a minimum pressure of 20 psi be maintained at the water meter for each lot at all times including fire flow - see continent below. Homeowners can install pumps on their side of the meter that they will maintain. Also, a fire flow analysis must be conducted as instructed by the Town Engineering Division. The study must include flow test information from nearby hydrants and must determine whether the fire flow at the proposed hydrant will be adequate in the opinion of the Town DPW. 3. The Town does not have record of a drainage easement for the discharge from the storm drain pipe under North West Street (proposed subdivision discharge point). The DPW has received complaints in the past concerning flooding just downstream of the culvert. North West Street was resurfaced in 1999. It is DPW policy not to allow open cuts of newly paved streets for at least 5 years. Many cuts would need to be made to install the water and sewer services for the subdivision and for lots 9, 12, and 13. The existing connections for house number 585 could possibly be used for one lot. The DPW Superintendent has agreed to allow the applicant to install the required services in North West Street provided that the applicant must use flowable fill to backfill all trenches and must mill the road surface from the fast to last connection and re-pave said extent of roadway. 5. The applicant should submit test boring logs with seasonal high ground water table elevations with the definitiveplan submittal. Since the Soil Conservation Service information shown on the plan may not represent actual field conditions, we expect the engineer to provide plans for diverting ground water from house foundations as required with the definitive plan submittal. 6. We have been requesting that all subdivisions provide a standard cement concrete walk along the frontage of the subdivision where the subdivision abuts the first existing street connecting the new subdivision. If the Board is in favor of this, we would support waiving of the walk on one side of the subdivision street, all as approved by the Board. 7. Drainage computations in accordance with the town Storm Drain Ordinance are required and can be submitted with the definitive plan. 8. Proposed contours at 2' intervals extending 30' beyond the property lines are required on the definitive plan. 9. The applicant has requested waivers for the following town standards: 500' maximum dead end street length 20' minimum easement on the rear lot lines of lots 3 through 8 10. The property line radii at the intersection of unnamed street with North West Street should be shown as 15' on the subdivision plan. 11. The street type should be shown on the subdivision plan. 12. The completion of our review is subject to review at definitive stage of the following but not Iimited to; the sight distance at the intersection of unnamed street and North West Street. 13. We understand that the planning board has determined that there will be no requirement for individual grading plans. The following comments address the findings of the intensive survey and the recommendations in the completion memorandum. The intensive survey identified two archaeological sites associated with the Nativc American settlement of the Agawam area. These were designated the Forsman Site North Locus (MHC site#19-I-ED-267)and the Forsman Site South Locus(19-HD-268). These sites may be associated with a known archaeological site (19-HD-92) that was previously recorded within the project area,but which had not been systematically surveyed by professional archaeologists. The Forsman Site South Locus, situated in the south-central portion of the project area,contained a moderate to high density of stone flakes, which are the byproduct of stone tool manufacture and maintenance. These were found in both plowed soils and in undisturbed subsoils. Given the moderate to high density and undisturbed context of these materials, the Forsman Site South Locus has the potential to contain additional artifacts and features that may provide significant information on the Native American history of the Agawam area. MHC concurs with the recommendation in the completion memorandum that the site be avoided. If avoidance of the site is not possible, MHC requests that an archaeological site examination be conducted for the site. The purpose of the site examination is to gather sufficient information on the Forsman Site South Locus to determine whether the site is eligible for listing in the National and State Registers of Historic Places, as well as to determine the exact horizontal and vertical boundaries of the site. The Forsman Site North Locus, situated in the northeastern portion of the project area,contained two stone flakes. No other artifacts were encountered in additional testing in the immediate area. Bean, Inc. and we have the following comments: 1. The Town does not have record of a drainage easement for the discharge from the storm drain pipe under North West Street (proposed subdivision discharge point). The DPW has received complaints in the past concerning flooding just downstream of the culvert. It should be determined whether the existing culvert is legal and whether it must be redesigned so as to prevent downstream flooding. Also, a fence with a locking gate should be shown around the detention basin. 2. Per the Town Code (Section 175-16), "The water system of the Town of Agawam has been designed and constructed to provide service to buildings and land at or below the elevation of two hundred seventy (270) feet above mean sea level. Any extension of the water system above this elevation will require the installation of a water pumping system and/or elevated tank." Therefore, lots 3-6 may need a water pumping system. Also, a fire flow analysis must be conducted as instructed by the Town Engineering Division. The study must include flow test information from nearby hydrants and must determine whether the fire flow at the proposed hydrant will be adequate in the opinion of the Town DPW. 3. North West Street was resurfaced last year (1999). it is DPW policy not to allow open cuts of newly paved streets for at least 5 years. Many cuts would need to be made to install the water and sewer services for the subdivision and for lots 9, 12, and 13. The existing connections for house number 585 could possibly be used for one lot. • August 17, 2000 North West St. - Prelim. Page 2 4. The preliminary plan should show proposed contours at a 2-foot interval in addition to the spot grades listed for the proposed roadway centerline. On the Definitive Plan, there should be a detailed plan of grading at the intersection of North West Street and the proposed street. 5. The plans should not show cape cod berm. Bituminous concrete curb (Type 2) is required except that vertical granite curb is required for the radii at North West Street. 6. The applicant should submit a complete traffic study for the proposed project. The traffic study must be stamped by a Professional Engineer and must include an analysis of sight distances etc. as outlined in the Massachusetts Highway Department manual. 7. The following permits will be required from the Town: Road Opening Permit, Curb Cut Permit, and Storm Drain Permit. Also, a Sewer Extension Permit will be required from DER 8. As the entire subdivision slopes from the west to east, care will have to be taken in grading the individual lots to avoid discharge of excessive water from one lot to another. The slope of the land is more severe than it appears on the preliminary plan because 2-foot contours are not shown above elevation 270. 9. The applicant should submit test boring logs with seasonal high ground water table elevations. According to the SCS Soil Survey, the western third of the property has Broadbrook type soil. This soil is characterized by a seasonal perched water table 1.5 to 2.5 feet deep. Therefore, the houses on lots 4, 5, and 6 may require subdrains for the foundations. In addition, houses located near the proposed detention basin must have basement floor elevations higher than the 100 year water surface elevation of the detention basin and/or have subdrains. We currently experience severe erosion from water that comes off of the mountain (this site). The proposed plan shows the drainage from this subdivision to discharge onto my property. I have never given permission, nor was ever asked, to allow this subdivision to drain onto my property. Also, the plan shows a detention basin directly in front of my house. This location is not acceptable and I would hope the Town would not allow it to remain there. I have lived at this location for over thirty years and feel that I should not have to look at a detention basin for that subdivision or deal with the mosquito problems that it will create. There are no wetland areas on the site. North West Street contains single family homes. The northerly and southerly property lines abut open fields and wooded areas. Woods exist along the westerly property line. The existing house and garage on the property will be razed. Municipal Water, sanitary sewer and storm drainage exist on North . West Street. SCS soils maps indicate that the site contains Enfield, Agawam and Broad Brook soil types. There is no indication of historic nor archaeologic areas within this site. PROPOSED DEVELOPMENT: This proposal shows the Development of a dead end street projected in a westerly direction to allow the creation of 13 building lots, 5 having frontage on North West Street. All of the proposed lots meet or exceed the minimum requirements for Agriculture and Residence A-2 zones. The proposed street will be approximately 560 feet long. Municipal services existing in Mill Street will be utilized in this project. We show a conceptual design for the installation of these services. The proposed Storm Drainage System will be designed to collect the storm water into catch basins and manholes which will flow into a detention basin with an outfall into an existing storm drain pipe in North West Street. ENVIRONMENTAL STUDY EXISTING CONDITIONS: Presently the site containing approximately 13.0 acres and located on the westerly side of North West Street, is open with small areas of trees & brush along the southerly and westerly property lines. There are no wetland areas on the site. North West Street contains single family homes. The northerly and southerly property lines abut open fields and wooded areas. Woods exist along the westerly property line. The existing house and garage on the property will be razed. Municipal Water, sanitary sewer and storm drainage exist on North West Street. SCS soils maps indicate that the site contains Enfield, Agawam and Broad Brook soil types. PROPOSED DEVELOPMENT: This proposal shows the Development of a dead end street projected in a westerly direction to allow the creation of 13 building lots, 5 having frontage on North West Street. All of the proposed lots meet or exceed the minimum requirements for Agriculture and Residence A-2 zones. The proposed street will be approximately 560 feet long. Municipal services existing in North West Street will be utilized in this project. We show a conceptual design for the installation of these services. The proposed Storm Drainage System will be designed to collect the storm water into catch basins and manholes which will flow into a detention basin with an outfall into an existing storm drain pipe in North West Street. CONCLUSIONS: This proposal should create no adverse affects on the neighborhood or environment, and will allow the owners to utilize their land. r August 7,2001 The Commonwealth of Massachusetts- William Francis Galvin, Seuetary of the Commonwealth Mary Jane Augusti Massachusetts Historical Commission Attorney and Counselor at Law 57 Independence Road Feeding Hills,MA 01030 RE: Proposed Residential Subdivision,North West Street,Agawam,MHC#RC.26960 Dear Ms. Augusti: Staff of the Massachusetts Historical Commission have reviewed the completion memorandum for the archaeological site examination(950 CMR 70)of the Forsman South Locus(MHC site#19-HD-268) in the proposed Forsman Residential Subdivision in Agawam,prepared by University of Massachusetts Archaeological Services and received at this office July 19, 2001. The following comments address the findings of the site examination and the recommendations in the completion memorandum. The purpose of the site examination, which was conducted under State Archaeologist's Permit#2057, was to gather sufficient information to determine whether the site is significant and eligible for listing in the National and State Registers of Historic Places,as well as to determine the exact horizontal and vertical boundaries of the site. Site examination testing at the Forsman South Locus recovered low densities of stone flakes,which are the by-product of stone tool manufacture and maintenance,across the site with some limited areas of higher artifact densities. A single projectile point of the variety known as Small Stemmed dates the site to the Late Archaic-Early Woodland periods(ca.6,000-2,000 years ago), although the site may also include other components that are not indicated by diagnostic artifacts. No features or datable organic materials in clear association with archaeological deposits were recovered. Given the absence of features and limited range of materials,additional archaeological excavation at the Forsman South Locus is unlikely to add significant new information beyond what has already been recovered from the site examination. Therefore,MHC has determined that the Forsman South Locus does not meet the criteria of eligibility for listing in the National Register of Historic Places(36 CFR 60). MHC concurs with the recommendation in the completion memorandum that no further archaeological investigation is warranted for the Forsman South Locus or the Forsman Residential Subdivision project area.
