This procedure shall be added to Section 159-12. E. of the Subdivision Regulations
LOT GRADING PLAN PROCEDURES
The Town of Agawam requires the following procedure to be followed for lot grading plans for
all subdivisions approved after Jan. 1, 2004.
Review Scope - This review/approval process will address drainage and runoff concerns for the
lot in question, adjacent lots, and the subdivision as a whole only. The elevation of the
foundation is reviewed for comparison to adjacent grades, and generally for comparison to
adjacent homes. This review does not address the constructability of the foundation or the
building layout proposed.
Procedure Overview
Step 1. Lot Grading Plan Approval - The owner's engineer/surveyor submits information for
review and approval to Agawam DPW Engineering. It is hoped that the owner is part of this
process in order to expedite Step 2.
Step 2. Builder/Owner Sign-Off-The owner and builder send a letter to DPW indicating that
the approved Lot Grading Plan will be complied with during construction. The owner/builder
sign-off, including all information shown in the sample letter, must be forwarded to DPW within
one week after Step 1 is complete. The white form will be forwarded-from-DPW to the
Building Dept. for the Building Permit after this step is complete.
Step 3. Construction Field Check-The builder/owner will contact DPW Engineering to
schedule a field check on the top of foundation wall to ensure compliance with the approved lot
grading plan. The builder/owner must allow a 48 hour window for DPW to perform the field
check. DPW is available Monday thru Friday 8:30 am to 4:30 pm, except holidays. The builder
will be contacted by Agawam DPW with the results of the field check. Failure by the builder to

Existing and proposed 2 ft contours within the lot
Existing 2 ft contours at least 20 feet into adjacent lots within subdivision. Any
previously approved grading plans on nearby lots must be taken into consideration.
Existing 2 ft. contours at least 50 feet into adjacent lots outside of subdivision.
Note indicating the tie-in or direction of roof drains
Elevation of the top of the foundation wall,at all levels as needed - garage etc.
Spot elevations of proposed finished grade at the comers of the building foundation
Spot elevations throughout the lot/at all property lines (every 50 ft.), including back
proposed sidewalk elevations.
Spot elevation of gutter at the driveway centerline
If field conditions require a change from the approved plan during construction, the
engineer/surveyor shall submit a revised lot grading plan to Engineering for approval,befo e
changes are implemented.

Department. Once the grading plan is approved by DPW Engineering,the lot OWNER AND
BUILDER BOTH must submit a letter to DPW Engineering acknowledging the information
shown on the approved grading plan and agreeing that the lot will be graded and the elevation of
the foundation will be built according to its details. A copy of the approved Lot Grading Plan
must be attached to the Owner and Builder Sign-Off Letter.
IMPORTANT: Failure of the builder to follow the approved Lot Grading Plan may result in
alterations being required to the building, the site, and possibly including the alteration of the
foundation walls, in order to comply with the approved grading plan.

Subject: Proposed New Lot Grading Plan Procedure
The attached proposal is a revised Lot Grading Plan procedure for subdivision construction.
The purpose of these changes is to address concerns and problems with this process in the past.
During my first five months serving as the Town Engineer in Agawam, there have been problems
with the speed of lot grading plan reviews and compliance with the approved lot grading plan by
the builder or owner. The proposed changes to this procedure are aimed at ensuring that the
engineer 1 surveyor is aware of all information which the Engineering Division needs to review
a submittal. Another change is to get an owner/builder sign-off on the approved Lot Grading Plan
before DPW approval of the building permit goes to the Building Department. This is targeting
improved compliance with the approved grading plan. To further assist the owner / builder, DPW
is offering to field check foundation form elevations within a 48 hour window Monday thru
Friday.
I welcome any comments on this new draft procedure. It is my hope that the changes to this
procedure will help all involved get through the lot grading plan approval and implementation

AGAWAM PLANNING BOARD
The Agawam Planning Board will hold a public hearing on Thursday, February 19, 2004 at 7:15
PM at the Agawam Public Library, 750 Cooper Street, Agawam, MA. The purpose of this
hearing will be to hear the petition of the Agawam Planning Board for an amendment to the
Subdivision Rules and Regulations regarding a new grading plan procedure.
