Per your request dated March 1, 2004, we have reviewed the Site Plan entitled, "Carbon Filter
Building, Prepared For: Energy Answers Corp., 188 M Street Extension; Prepared By: Hill Engineers
Architects Planners, Scale 1" = 40'; Proposed Site Plan, Date: 2/4/04, Rev. 3/19/04", and I have the
following comments:
From a site visit, it was determined that the proposed location of the Carbon Filter Building is in an area in
which a major portion is paved and a portion has trap rock covering pervious or impervious material. The
existing drainage system which serves this site outlets to the Connecticut River. This existing `private'
drainage system is owned and maintained by the City of Springfield. Its flows do not impact the Agawam
public drainage system. The construction of the proposed building within the existing impervious area
should not significantly impact flows to this drainage outfall.
It is recommended that sediment and erosion control measures be implemented at the site to keep soils out
of the existing drainage system during the construction phase. This should be addressed in the submittal
described below.
Upon review of the revised information and consultation with the Conservation Commission, it is
recommended that the proposer submit a Notice of Intent relating to this work. This submittal is required
due to the construction of the building at the edge of the 200'Riverfront Area. Construction operations will
impact the 200' buffer. Once approved, please submit the construction phase best management practices
from the N.O.1 to include in this site plan submission..

Description of Proposed Project
eco/Springfield, LLC ("eco Springfield") is proposing to install and operate an activated carbon
injection system at the Pioneer Valley Resource Recovery Facility ("the Facility"). The activated
carbon injection system is designed to further reduce the emissions of mercury from the Facility in
accordance with regulations promulgated by the United States Environmental Protection Agency
("the USEPA") and the Massachusetts Department of Environmental Protection ("the MADEP").
The proposed equipment will provide conformance with the USEPA's implementation plan for air
emissions from small municipal waste combustors. It should also be noted that eco/Springfield has
voluntarily agreed to meet the MADEP's more stringent mercury standard for large combustors
at 310 CMR 7.08, which standard would otherwise not apply to the small combustors at the
Facility. The proposed activated carbon technology involves the introduction of activated carbon
into the flue gas from each combustor so as to provide the means for mercury to be adsorbed
from the flue gas onto the surface of the carbon particles, which would then be collected in the
existing fabric filters at the Facility. A similar activated carbon injection system which we installed
and are operating at our Pittsfield Resource Recovery Facility has significantly reduced the
already low emissions of mercury from that facility.
Associated with the proposed installation of the activated carbon system is construction of a
building enclosure on the site of the Facility for housing associated equipment. The equipment to
be housed includes 3 Porta-Pac units, each consisting of a replaceable 900-pound super sack of
activated carbon, volumetric feeder and regenerative blower. The proposed location of the
building enclosure is shown on the attached, proposed site plan, Drawing No. EAG3-LI. The
proposed enclosure will be a free standing metal building and concrete slab designed to applicable
Massachusetts Building Codes. The building will be approximately 18 feet high by 18 feet deep
by 30 feet long. The Porta-Pac units will be placed approximately 8 feet apart in line across the 30
foot face of the building.
