As you know, the rear of this property was recently re-zoned to Business A, to be compatible with the front of the property, and to allow this re-development. There currently exists a Woronoco Branch Bank, the U.S. Post Office, and 3 old structures used for business purposes. The 3 old structures are to be razed and will be replaced with a larger Woronoco Branch Bank, and a smaller business building to the rear. The current bank building will be utilized by Woronoco until the new building is functional. That building will then be razed and the area will be used for parking as shown. The Post Office building and site will remain essentially as is, and the new layouts will be incorporated into that site with additional parking being provided. An entrance into the abutting retail/business site is proposed at the rear of the Post Office by agreement with the property owners. (See attached document). In addition to these enhancements of the property, Ralph DePalma has agreed to provide an area for additional parking for the use of Granger Elementary School. We have laid out an area to the rear of the proposed development that will accommodate 12 additional parking spaces for their use. Page -2- March 4, 2004 1339-1359 Springfield St. Although a Storm Drain Permit application is being submitted, there are no proposed changes for the current drainage systems. Three catch basins now exist on the site that are located in the low points of the development and convey the storm water into the municipal system in 3 different locations. Minimal changes in the grading of the site are proposed and the overall decrease in pervious cover is only about 12%. Most of the decrease is in the rear of the property which directs the storm water to the catch basin located at the southeast comer of the site. The basin has an outlet pipe of only 8 inch diameter, which will restrict the flow going off site. This is a low point to all surrounding properties, and consequently, larger storms may create some ponding,but detention will be achieved. As this parking is furthest removed from the business structures, it will only be used during unusually busy periods.'(There are 44 more parking spaces than required). Additionally, the two sites being developed are less than one acre. We will be pleased to present this proposal to the Board at your earliest convenience. Since the action of the Planning Board the proposer's engineer has discussed the concept of utilizing infiltrator structures to provide some drainage peak runoff reduction. Once all approvals are received on this project,the proposer's engineer will perform further investigation'to determine if this is feasible. This is acceptable to DPW Engineering. No additional submittals have been received by DPW Engineering as of today. It is assumed that if the Board of Appeals approves of the proposal, additional submittal will then be made by the proposer to comply with DPW Engineering's comments except as specified by the Planning Board below. COMMENTS TO PLANNING BOARD The following is a copy of comments referred to the Planning Board by DPW Engineering about this site plan. The Planning Board approved the site plan contingent upon resolution of Engineering's comments except# 4, 7, 12. Engineering's March 30, 2004 comments: Per your request dated March 10, 2004, we have reviewed the Site Plan entitled; "Proposed Site Plan, Agawam, Massachusetts"; For: Palatium Realty, Inc., 515 Hillside Road, Southwick, MA; prepared by: D.L.Bean,Inc.,40 School Street,Westfield,Massachusetts; Scale: 1" =20%Rev: Mar. 10,04. Upon further review, the previous comments should be amended as follows. The two following comments originally submitted by Engineering should be eliminated. 1. A Storm Drain Permit will be required from the Department of Public Works, because the site is greater than 1 acre. The proposed increase in impervious area is 12% of the existing site. Storm drainage calculations and analysis must be submitted for the 2, 10, and 100 year storm events. Include a proposal for on-site retention/structures with this submittal. At a minimum,the area being reconstructed (---50% of the site) must comply with retention requirements of Town code. Please show the roof drain systems for proposed buildings on Lot II and Lot III. 2. The applicant is claiming that the additional impervious area created by new construction will be mitigated by the existing catch basin at the southeast corner of the subject site. This catch basin has an 8 inch diameter outlet. The Applicant is stating that this outlet will act as a detention system with storm waters ponding on the existing bituminous concrete around this C.B. We ask that storm drainage calculations for this C.B. be submitted as part of Item# 1 above. In their place, I make the following comment about the drainage system. -One parcel is being split into three,one for each building.The areas of these parcels are less than the one acre threshold which requires stormwater retention on-site. I request that the proposer's engineer look at ways to retaining drainage flows on-site. Please propose measures to attenuate peak flows where feasible such as a small orifice on catch basin outlets,the use of perforated pipe between CB laterals if soils are appropriate, or the grading of the site such that the peak flows are attenuated. These measures would assist the town to handle occasional street flooding in Springfield St. during large storm events. 3. It is recommended that any disturbed soils during construction be surrounded by silt fence as needed to keep soils on-site. Safety fencing will be required to be installed and maintained throughout project duration(to isolate buildings in use from on-going construction). Please show the silt fence location on the plan. 4. We suggest eliminating four parking stalls. These stalls do not have an adequate back-up turning radius to be functional. They are:the two most westerly stalls in the proposed parking field just north of the proposed building on Lot H and; the two most easterly stalls in the proposed parking field just northeast of the proposed building on Lot III (the H.C. stall and the opposing stall). Must use AAB/ADA design for all on-site handi-cap parking stalls. See the attachment for locations. 5. Replace all sidewalks and driveway aprons within Springfield Street layout.The site plan must show driveway closing. Entrance drives need adjoining sidewalks to be handi-cap accessible. The Applicant must apply for a Mass. State Roadway Opening Permit for the construction of new walks and driveway openings. Include Mass. State Highway construction details for all of these areas. We suggest increasing the proposed on-site sidewalk gravel thickness from 6 inches to 8 inches. See the attachment for location. 6. Add MUTCD standard"One Way" and"Do Not Enter" signage(with a detail for each)at By-Pass- Isle (towards Post Office) and exit driveway from bank canopy stalls. Install one of each at both locations. Proposed painted vehicular traffic direction arrows on two common driveways at Springfield Street to be thermo-plastic. See the attachment for locations 7. Please ensure that the vehicle queue storage area is adequate within this site for drive-thru bays. Include analysis for anticipated worse case queue length utilizing trip generation or actual data for this site. Show how that compares to queue for present peak hours(i.e. Saturday morning peak,etc.). See the attachment for location. 8. Move existing utility pole to new location outside of proposed driveway between rear of Post Office and Community Shops. See the attachment for location. 9. Verify that proposed sanitary sewer lateral to new building in Lot II is functional,will have enough pitch to function,and will not be impacted by depth of bank drive-thru canopy,footings. Depending on results,this lateral may require replacement. Move this sanitary sewer's clean out location 30 feet northerly from its proposed location. Include easement granted from Lot III to Lot 11, for sanitary sewer lateral and water service traversing Lot III to service Lot 1I. See the attachment for location. 10. Easements must be established for the common driveway area as follows: Lot I to grant easement to Lot II to allow access to Lot II through common driveway. Lot II to grant easement to Lot I to allow access to Lot I through common driveway.Also, Lot III to grant easement to Lot II to allow Lot II access to the parking stalls on the southern most portion of Lot 111. See the attachement for locations. 11. Easterly abutter (Community Shops) to grant easement to Lot I so Lot I can be accessed through proposed driveway between easterly abutter and Lot I. Also provide easement from easterly abutter to allow access to the parking stalls along eastern edge of Lot I. Provide documentation from easterly abutter agreeing to proposed improvements on subject site that will impact their site. See the attachment for location. 12. The Applicant is proposing parking spaces for the Granger Elementary School at the southern most edge of Lot H. The Applicant should include on the plans the easement being granted to the school for this area. The Applicant should also include an explanation the details about this parking area. These details should include but not be limited to items such as: Who proposed this parking area; Is the school aware of this proposal; Who will maintain this,area; Should this area be given to the school; Could a swap be made to eliminate the pinch point with drive through storage area for the bank. Has there been any discussion with the school about this improvement? If so,please provide documentation with their approval and intent on this development. See the attachment for location. 13. Curb stops or some other barrier are required for proposed school parking stalls. The proposal must ensure that vehicles do not cut between the school and the Post Office site. Also add spot elevations to show drainage scheme in this general area. Show slope between this school parking area and the nearby saw cut bituminous concrete. Do not exceed a 3:1 slope between the proposed parking areas. See the attachment for location. 14. Clarify proposal for chain link fence on southerly line. The plan should show street trees along Springfield Street in locations where they do not impede the view of motorists. Shade trees should also be shown within the site in the landscaped islands. The applicant should indicate what type of fencing will be used to separate the rear parking spaces from the remainder of the site.
