Donald Gallerani S Subject: Site Plan - School Street - Town of Agawam Date: November 17, 2004 I reviewed the plan to create a community event space on School Street. However, I am confused as to what this area will be used for. Is this going to be a park or is this amphitheater and-fair grounds going to take the place of Veteran's Green for summer concerts and other similar events? If it is, there are several problems and safety issues: I. Are 204 parking spaces going to be enough? 2. Are there going to be designated Handicapped Parking spots? 3. If the 204 parking spaces are not enough, where will people park? 4. This end of School St. is a 40 mph zone and has curbs on both sides. It does not have business parking lots that can be used as overflow parking lots. Cars will have to park on the side of the street and this will cause a safety issue. 5. There are no sidewalks on this end of School Street. All pedestrian traffic will have to walk in the street and this will cause another safety issue. 6. Additional lighting will have to be put up on School Street to illuminate the pedestrians in the street and the pedestrians going to and from their vehicles that are parked on the street. The size of the parking lot for this community event spot needs to be reviewed and enlarged if this area is going to be used for summer concerts and similar events. If the parking area is not enlarged, it will cause numerous safety issues. Planning Board approved the Master Plan for the entire park on Sept. 30, 2001. Site Plan Review Page 2 Description of Site: Site contains an old barn, overgrown vegetation and wetlands. The Conservation Commission approved the delineation of the wetland on Jan. 21, 2001. Provision for Traffic Flow: Plan shows two curbcuts on to School Street. The main access to this portion of the park would be provided just easterly of the School Street pump station. The second access point is provided to service the proposed stage area. Parking: 204 parking spaces are proposed. Drainage: Since this is a conceptual plan, the drainage for this project has not yet been designed. Public Utilities: Utility connections have not been designed at this point. Landscaping/Screening and Buffers: When the construction design has been prepared, a more detailed landscape plan must be submitted identifying species, size and location. The following note must also be placed on the plan: "All plantings must be maintained and that portion of the public way abutting the parcel and including the treebelt shall be maintained in a safe and attractive condition by the owner of the parcel." Site - Conceptual Plan I have reviewed the conceptual site plan titled, "Agawam Parks, School St. 1 River Rd. Site Phase 1 Conceptual Design", dated September 2004, for the Town of Agawam. I have the following comments which are based on the 2 day time frame available before the scheduled Planning Board Meeting. The submittal is a concept plan. Future submittals will be reviewed for the following elements. Traffic Analysis - Curb cuts, sight distance, and anticipated turning movements must be addressed in future submittals. The proposer's engineer should submit analysis of the adequacy of sight distance at the proposed curb cuts'based on the proposed landscaping scheme. Please show and discuss the distance to and interaction with existing adjacent curb cuts and roadway intersections based on the anticipated traffic flow and use of the site. Stormwater Drainage - Future submittals must address detention on-site of the peak for the 100 yr storm per Town Ordinance and Wetland Permitting requirements which will be triggered by proposed changes to the site. Also, impacts due to increased runoff to adjacent residential lots must be assessed and mitigated within future submittals. Parking Analysis - Please show the locations and layout of required handicapped parking spaces within the proposed parking area. Please show turning analysis for the service entrance based on the largest truck anticipated to be serving events at the site. Will tractor trailers have to back into this curb cut? Please be aware that the owner across the street may be reducing the width of an existing curb cut opposite the service driveway for this site. I know it difficult to anticipate the public's participation in events, but is there any contingency for overflow parking given that School St is not of adequate width to allow on-street parking. It might be appropriate to look at parking regulations and signage along School St. Site - Are new sidewalks proposed along School St.? What material is proposed? Please show locations of all handicapped ramps. Walks proposed within the public way, if any, must meet DPW construction standards. Those standards can be sent to the designer once requested. Agawam DPW Engineering reserves the right to make additional comments and requests for information upon review of future submissions. Future submittals for technical review must be made in a timely fashion, at least two weeks before they are scheduled for public hearing.
