The Agawam D.P.W. does not want a public low-pressure sewer within the right of way.. Low pressure systems are not in the best interest of the future residents of Agawam. There are a couple other options that should be considered: A. The entire subdivision could be serviced by gravity sewer if the proposed main connected to the existing sewer located in the easement at the north west corner of Lot'6. This option would require bridging the existing stream and designing/building all appropriate structures to ensure the successful operation of the exposed sewer. B. The developer should investigate the option of connecting to the sewer main at a lower elevation on Silver Street. This would require an easement to be established through properties on east side of subdivision. The following comments should be addressed in the Definitive Plan submittal: 2. The outlet of the detention pond should be a level spreader to help reduce the velocity of the storm water exiting the detention pond. The depth of the groundwater at this location must be determined prior to approval of the design. 3. It is recommended that an overall grading plan showing ground elevations, top of foundation wall elevations, approximate driveway layouts and grades, any necessary swales, yard drains, and drainage easements be required for this subdivision. A note should be added to the plan stating that if changes to the lot grades are desired by the owners, individual grading plans can be submitted to the Engineering Division for approval. 4. The plan shows an existing group of trees along the length of the proposed street line. These trees will have to be removed entirely from the right of way. This includes the removal of all stumps and organic material. A-suitable process must be proposed to address this concern. Appropriate fill material approved by the Town Engineer must be put in place. 5. The Definitive plans should indicate that a saw cut and/or milling be required to match the proposed and existing pavements at the connections to Mountain View and Silver Streets. A paving plan with adequate detail showing the connection with the existing street pavement must be-submitted. The plans should also show the-connection of the driveway located at the end of Mountain View Street (for access to barn next door to #42). The developer/engineer needs to work with the owner when making the curb cut and paving the apron for the driveway. Our records indicate that there is an existing catch basin, drainage pipe, and right of way located at the end of Mountain View Street. This should be field verified and added to the plans. 6. An appropriate transition from the proposed granite curbing to existing cape cod berm will be re aired at the Silver Street intersection. 7. The existing driveway and fence located at #404 Silver Street needs to be added to the plans. 8. The location of the proposed erosion control measures including silt fence should be shown on the plans. A courtesy copy of the NPDES Construction Permit materials should-bc submitted to Engineering after the definitive plan is approved. 9. The construction phase and final protections of the detention pond should be depicted similar to the Definitive Subdivision Plan for-Woodside Drive. 10. Bearings and full closures will be required for all property Iines, proposed street lines, and easements. 11. A sight distance study will be required for the entrance to the subdivision on Silver Street. If necessary, sight distance easements should be taken/secured from adjacent property owners. 12. The applicant should keep in mind that in any area outside the right-of-way and building site [house plus fifteen (15) feet outside walls and leach field area], no tree over eight (8) inches in diameter measured five (5) feet above the ground shall be removed without the consent of the Tree Warden or his agent. Any trees which meet these requirements and are to remain, must be shown on the plan. 13. Station 0+00 of the plans should,begin at the intersection of the proposed street centerline and the existing street line of Silver Street. l4. Presently, the site containing approximately 11.1 acres, located on the northerly side of Silver Street is primarily open with wooded areas at the northerly& northeasterly portions of the property. Wetlands also exist at the northerly end of the property. There is an existing house on the property with an address of 404 Silver Street. The southerly end of the Parcel has approximately 260 feet of frontage on Silver Street, and abuts the rear of one single family home. The westerly property line abuts single family homes on Mountain View Street,the easterly terminus of Mountain View Street and a partially wooded parcel. The northerly property line abuts a wooded parcel. The easterly property line abuts a partially wooded parcel and a single family home. Silver Street has municipal water,natural gas, y sanitary sewer, and storm drainage. SCS soils maps indicate that the site contains Agawam, Amostown, Hinckley, Merrimac and Saco soils. Town topographic maps indicate the majority of the parcel slopes to the north and northeast. Proposed Development: This proposal shows the development of a cul-de-sac street intersecting with Silver Street and being intersected by the extension of an existing street named "Mountain View Street", leaving the dead end portion of the street approximately 450' long. Thirteen lots are proposed, and all meet or exceed the minimum zoning requirements. Municipal services existing in Silver Street will be utilized for this project. We show a conceptual design for the installation of these services. The proposed storm drain system will be designed to collect the run-off at a low point in the cul- de-sac and direct the run-off to a detention basin with an outlet which will flow into an existing wetland area at the northerly end of the property. 3 lots will have gravity sanitary sewer connections, and the remaining 10 lots will have a low pressure sanitary sewer system that collects, automatically grinds &pumps the residential wastewater into a proposed sanitary sewer manhole at station 2 +0, and then gravity flow into the existing sanitary sewer in Silver Street. Each of the 10 lots will have individual wastewater storage tanks with grinder pumps, and will be maintained by the individual homeowners. No historic structures nor archaeological important areas are apparent on this site.
